Summary
The Project Control Unit in the Wastewater Treatment Division is seeking a driven team player to help support the agency in business process analysis, data dissemination, trend analysis and implementation of optimization initiatives for capital project delivery. This position will lead the development of data-driven performance metrics and dash boards to improve performance management and reporting to aid project teams and Division/Department leadership in making important business decisions. This position will have ownership of a spectrum of tool sets for Resource, Project, Program and Portfolio management in applying analytical and problem solving techniques to formulate corrective measures then overseeing deployment of solutions. This position will be part of Division-wide efforts for streamlining and continuous improvement across business areas including budgeting, scheduling, business planning, performance measurement, documentation and records management to support over $200M per year of expenditures.
Who is Eligible - This position is open to all current King County Employees only.
Working Conditions
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties
Core Work Duties
- Leading development and maintenance of division's performance measures across a variety of projects, programs and portfolios using advanced data analytics and business intelligence applications e.g. Looker, Microsoft BI and/or Tableau.
- Applying analytical tools and techniques across large data populations to develop reporting, trend analysis and models for results dissemination and prediction of business performance.
- Performing business process analysis and requirements gathering for solving complex financial process or procedural/workflow issues and implementing Division-wide solutions.
- Developing and maintaining project schedules and budgets for work programs. Creating user guides and providing training and coaching in knowledge areas.
- Promoting teamwork, inclusion and a cooperative environment while recognizing the value of diversity of opinion, culture, and perspective.
We would like you to have experience and knowledge in the following:
- Bachelor's degree in business administration, engineering, statistics, mathematics or related field and a minimum of five (5) years related business process analysis and improvement experience, which includes facilitation/leadership experience OR any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work. Demonstrated experience in a large organization or public works agency environment is preferred.
- Understanding of the basic business functions and associated systems of a public service agency (e.g., planning engineering services, construction, performance metrics, including budgeting, scheduling and resource management). Experience in the construction industry, financial industry or a public works agency is preferred.
- Ability to take general direction of an issue apply critical thinking to formulate and recommend solution paths.
- Knowledge of analysis, design, development and application of business systems and processes.
- Experience with software development lifecycle implementation and scoping/tracking tools; Jira, confluence etc.
- Skills in research, analytical thinking and collaborative problem solving.
- Skills in gathering and analyzing data using a range of business systems and mainstream software tools (Excel, Access Etc.)
- Excellent written and oral presentation skills.
- Ability to handle multiple, competing priorities in a fast-paced environment.
- Team player, with strong interpersonal and communication skills.
- Knowledge of industry standardized process improvement methods and techniques such as LEAN, six sigma etc.
- Applied knowledge of project management techniques and methodologies such as the PMI Project Management institute Body of Knowledge (PMBOK).
- Knowledge of group dynamics and change management.
