Data and Analysis Manager (Project Program Manager IV)
The Department of Adult & Juvenile Detention is seeking a seasoned Data and Analysis Manager (Project/Program Manager IV) to join the team! This position will serve as technical expert with knowledge of administrative and operational data systems. The focus for this position is to provide support and technical assistance on technology systems used for department operations (e.g., payroll, billing, scheduling, etc.). The individual selected for this position will need to quickly understand complex collective bargaining agreements and how to implement in practice through existing technological solutions. The candidate will also need to quickly master how manual operational processes contribute to the implementation of regular changes to the collective bargaining agreements.
As a member of the Administration Division, the Data and Analysis Manager will work under the Chief of Administration and collaborate with other project managers, who focus on various Department process improvement and analysis assignments. The Data and Analysis Manager will provide technological and high-level programming support to many projects within the administration division and work closely with information technology resources to help translate between operational, analytical and information technology needs and priorities.

- Prepare reports in response to requests from department management, County & Federal agencies, outside researchers, and in support of reimbursement and grant programs.
- Analyze and test proposed system interfaces, enhancements, and upgrades prior to implementation.
- Conduct user acceptance testing and parallel testing with end users; documenting testing results.
- Communicate with stakeholders on system processes, applications, and modifications.
- Track and resolve complex system problems and issues along with maintaining current tables, queries, and reports.
- Create and generate complex queries and reports.
- Maintain system integrity by facilitating routine system changes.
- Serve as a technical expert to perform complex research and analysis of criminal justice systems and workflow.
- Collaborate with internal and external customers and end users in prioritizing requirements and needs according to their importance and urgency.
- Design data gathering methods/tools that collect and analyze data from criminal justice administrative data sets.
- Facilitate project teams including senior managers, outside consultants, operational staff, uniformed officers, and other criminal justice stakeholders to manage data analysis, and research needs.
- Research and provide feedback on trends, patterns, and utilization of automated systems data.
- Create and implement new processes, procedures, and training in support of divisional needs.
- Conduct studies of alternative business processes, evaluating the effectiveness of services and programs, monitoring program compliance, and supporting policy development.
- Experience, Qualifications, Knowledge, Skills
- Bachelor's degree in technology, informatics, business administration or related area of study.
- Five (5) years of work experience involving complex analysis and research techniques in public policy, technology, health/human services, or other social science field. (A graduate degree involving complex analysis, technology or social science research may substitute as three of the five years of experience requirement.)
- Skilled in aligning technical solutions and features to business/functional requirements, and tracking/monitoring the fulfillment of requirements
- Skilled in planning and performing software acceptance testing
- Knowledge of information systems development, including analysis, design, implementation, testing, maintenance, documentation and training procedures and practices
- Proficiency in word processing, presentation, and analytical software
- Effective verbal and written communication skills
- Demonstrated ability to effectively communicate results or research to senior managers and elected officials
- Demonstrated skill using business intelligence tools
- Demonstrated ability to perform analysis using data from administrative data systems
- Knowledge of Community Corrections, Adult and Juvenile Detention programs, or public safety
- Experience with personnel data and forecasting methods

WORK SCHEDULE: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

The work associated with the position is currently being performed remotely and is anticipated to remain remote with some in-office hybrid schedule as deemed necessary by DAJD/HR Management.
