DCHS has a tremendous opportunity for a data and evaluation lead to partner with one of the Country's largest human services departments in advancing a cutting-edge collaborative model supporting behavioral health and recovery or pro-equity, community-driven programming to support people in King County! The Behavioral Health and Recovery Division ( BHRD) provides high-quality behavioral health services to help ensure people with mental health and substance use disorders receive the services they need. This position is centrally located within the Performance Measurement and Evaluation (PME) unit of the DCHS Director's Office but will help support BHRD initiatives.

Behavioral Health Integrated Care Network Data and Evaluation Lead -

Project/Program Manager (PPM) III

Another area of focus for BHRD is the Integrated Care Network. Over the past three years, DCHS' Behavioral Health and Recovery Division (BHRD) has partnered with 40+ community-based organizations and five managed care organizations (MCOs) to develop the King County Integrated Care Network (KCICN) to drive better behavioral health outcomes for community members and increase efficiency in the use of Medicaid funds. As the ICN Data and Evaluation Manager, you'd be responsible for creating a robust data-informed culture that supports the KCICN.

You wouldn't be working alone! These positions get to lead extremely talented teams of data scientists and evaluators with deep subject matter expertise and technical skills in SQL, R, and Tableau. Each team sits within a larger PME unit that supports the entire department and is comprised of professionals skilled in quantitative and qualitative evaluation methods, data resource development and management, and data visualization. PME works with DCHS' program staff, management, and providers to develop comprehensive evaluation frameworks and performance metrics, including assisting with determining appropriate performance measures, managing data collection and quality control, monitoring continuous quality improvement, and conducting in-depth analyses to inform decision making and improve service delivery. PME disseminates research and evaluation findings and promotes organizational learning through published reports and online dashboards.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties

Support the Development of Strategic Vision and Direction
  • Provide collaborative leadership among PME and BHRD to identify, develop, and evolve data and evaluation strategy in close partnership with the divisions and informed by an equity lens. This includes coordinating performance measurement, business intelligence, and evaluation activities.
  • In partnership with internal leadership, staff from provider agencies, and/or external consultants, oversee the development and maintenance of dashboards and other data products to monitor performance and engage providers and program staff in data-informed continuous quality improvement.
  • Facilitate conversations to align measures across BHRD strategies and programs to demonstrate the broader results and impacts.
  • Drive towards the application of a racial equity and social justice lens across a wide variety of projects and work products.
Lead and Support a Highly Technical Team
  • Supervise a team of 2-6 program evaluators, analysts, and data scientists who perform most of their work in SQL, R, Tableau, and Git/GitHub. Provide task supervision, ongoing professional development, performance appraisals, etc.
  • Foster autonomous, high-quality work while contributing to an integrated and supportive team culture.
  • Ensure needs for timely data support are met while allowing time for a response that is efficient, replicable, and well-documented for the future. This requires thoughtful project management and sometimes requires negotiation to arrive at acceptable compromises (such as with deadlines) and the ability to advocate for more time and care upfront to save time and re-work down the line.
  • Participate as an extended leadership team member to contribute to the development of a cohesive unit-wide culture and shared work processes.
Make Meaning of Complex Data
  • Actively engage internal and external partners in the evaluation and performance measurement process.
  • Develop and/or review performance monitoring reports, dashboards, presentations, and other visual representations of data.
  • Support the analysis and interpretation of both quantitative and qualitative data using appropriate statistical methods, data manipulation tools, and an equity lens. This may include overseeing / developing responses to data requests from partners and the public
  • Present or lead discussions on relevant data, dashboards, and evaluation findings to committees that include representatives from division staff, provider agencies, and (where relevant) Medicaid managed care organizations.
  • Participate in selected team, work group, division, and department meetings.
  • Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Demonstrated knowledge of quantitative and qualitative analysis principles and methods; principles and practices of applied research and human subjects' privacy; methods, tools and techniques of applied research; study design and advanced analytic procedures; data collection methods, including surveys; and computerized database systems.
  • Demonstrated experience working with community, health or human services organizations in designing and implementing real world performance measurement, including quantitative and/or qualitative approaches.
  • Recent experience in supervising staff and/or providing functional leadership to technical professionals.
  • Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
  • Experience working with a diverse range of partners to design and implement real world performance measurement plans and evaluations.
  • Experience building programs' capacity to use data for decision making and continuous quality improvement.
  • Superb attention to detail and ability to think analytically.
  • Strong oral and written communication skills, including the ability to present findings clearly to a variety of non-technical audiences.
  • Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team.
  • Experience successfully managing complex projects, anticipating stakeholder needs, synthesizing information, making decisions, and meeting deadlines.
DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS
  • Knowledge of behavioral health service delivery systems highly desirable, including experience working withing the behavioral health delivery system as a provider, lived experience with behavioral health system services, and/or experience working directly with large administrative data systems, especially those containing health or behavioral health claims or encounter data.
  • Experience with data management, analysis, and visualization tools such as SQL, Excel, SAS, R, and/or Tableau.
  • Familiarity with Results Based Accountability (RBA) framework.
