Scope of Job Duties: To be considered for this opportunity, you must, at a minimum, demonstrate knowledge, skill, and ability to:
- Participate in LEAN initiatives; review and maintain Roads’ payroll processes; recommend and implement streamlining and improvements.
- Develop and coordinate programs or projects for Roads Payroll team.
- Assist in providing day-to-day administration of Roads collective bargaining agreements as related to pay, including researching and assisting in the reconciliation and implementation of labor agreement retro payment calculations.
- Assist in the identification and analysis of financial information, including identifying payroll related discrepancies, auditing time reports to ensure they are in accordance with Collective Bargaining Agreements and King County guidelines.
- Preparation and maintenance of records, 10-key by touch data entry, adjustments and corrections to payroll benefit accruals and other payroll information using the PeopleSoft Payroll System.
- Develop and maintain monitoring and tracking systems to support the administration of FMLA/KCFML, TRC’s and L&I reimbursements.
- Provide information to management and staff on administrative policies and procedures, including collective bargaining agreements in relation to payroll.
- Communicate effectively with section leaders when missing critical data for purposes of meeting timely deadlines.
- Collect, analyze, and manage payroll data; prepare summary reports and presentations - Assist in data collection and analysis, including preparing summary reports, creating, and using queries and spreadsheets from PeopleSoft.
- Resolve payroll data errors or discrepancies for system processing.
- Manage and maintain employee related PeopleSoft records such as step progression, benefit service and seniority dates, combo codes, and setting up work schedules and union dues; assist with the onboarding for new staff and develop work processes.
- Provide PeopleSoft training for new users - Develop training tutorials and manuals.
- Support the development and maintenance of Roads organizational charts.

- Experience, Qualifications, Knowledge, Skills
We are looking for candidates who have/are/can:
- Customer focused; the ability to work with diverse groups of customers and stakeholders in person, via telephone, and e-mail and the ability to maintain appropriate/high levels of confidentiality.
- Proactive and able to coordinate a high volume of diverse assignments including modules such as HCM, Time and Labor, Position Management and running queries.
- Handle multiple competing priorities and maintain a high level of attention to detail.
- Self-motivated with the ability to multitask and manage competing timelines.
- Working knowledge of payroll processing procedures, payroll tax principles, wage and hour laws, and state and county regulations and ordinances related to payroll production.
- Experienced in administering multiple collective bargaining agreements covering administrative, professional, and skilled trade crafts, labor and contract interpretation and application.
- Proficient and comfortable with the use of office productivity software and relational databases to create reports and queries. (The county uses Microsoft Office, PeopleSoft HCM and Oracle EBS) and electronic record keeping.
- The ability to communicate, establish, and maintain effective working relationships.
- Excellent communication skills; notably positive customer service skills tactfully and courteously.
- A strong background in processing time, generating, and running queries and reports, and analyzing and troubleshooting payroll data, or an equivalent background of education and experience.
- Experience in problem identification, analysis, troubleshooting, and resolution
- Knowledgeable about how large organizations work, including how to get things done through formal and informal channels.
- Meticulous grammar, editing, writing, and strong attention to detail skills.
- Flexible and adapt while working in a multi-faceted and sometimes ambiguous environment.
- Understand FLSA law, State regulations and other labor law and governing agencies.
- Skill in analyzing large amounts of data
- Skill and accuracy of data entry, data corrections and data integrity
- Experience working as part of a team as well as working as an individual contributor.
- Excellent interpersonal skills to handle sensitive and difficult situations.
- Experience in taking initiative and being accountable for the work product.

Other Position Information: This position is non-exempt and overtime eligible. The position is represented by PROTEC 17. Our employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. – 5:00 p.m., Monday through Friday.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations.
