We are a very large and dynamic department, with over 600 employees, multiple direct service programs and many programs resulting in granting and overseeing investments of over $1B a year in the community for human services.
The department is looking for a collaborative, tech-savvy Information Systems Lead and Business Architect to support the department in successfully developing and using tools to improve operational efficiency and data availability. This includes supporting business units during the County's Capital IT Investment process, tracking current IT-spend and projecting future needs and supervising functional analysts supporting critical information systems for the department. Currently implemented data systems include Agiloft, a contract life cycle management tool, several vendor-supported Microsoft Dynamics systems, a few legacy Access-based data systems, etc. The Department will also likely have two to three Capital IT projects underway over the next five years.
This role will report to the Director of Impact and Data Strategy and closely collaborate with internal leaders, external vendors, and the County's Information Technology Department (KCIT).

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. This position is not represented by a union.
MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. REMOTE AND ONSITE WORK DETAILS: Employees in this role work remotely from a home location, with onsite reporting requirements. The frequency of onsite work is determined by business needs and may be adjusted accordingly.

-Analyze business needs and provide leadership for the department on opportunities to leverage new technologies to maintain or improve operational efficiency and data availability.
-Develop and maintain an effective mechanism to track and budget for current and future information systems and other IT-related spend for the department.
-Partner with product owners within the business to successfully navigate King County's capital IT investment and governance process. Orient business units to the phase gates and their roles when undertaking a new project and what it takes to be ready to engage. Assist in advocating for, scoping projects and tracking their implementation. Serve as an escalation point, as needed.
-Supervise functional analysts, including hiring, recommending effective corrective actions and developing training expectations.
-Monitor requests for system changes and customization. Review and approve proposed system interfaces, enhancements and upgrades prior to implementation.
-Ensure Department's information systems are adequately documented and resourced to maintain continuity of operations and fend off obsolesce.
-Develop and implement department-level policies and processes around software and AI usage in line with King County Information Technology Department (KCIT) guidance. Develop and provide training and related materials to staff.
-Convene regular Functional Analysts Community of Practice for FAs throughout the department to align practices, develop opportunities for cross-training and build relationships.
-Support change management efforts by helping partners understand the impact of changes on business capabilities and processes.
-Represent DCHS in work groups and other spaces where IT investments at a division, department or county level are being discussed.
-Manage contracts and relationships with software vendors and implementers.
-Engage with system end-users to assess adoption and satisfaction and room for improvement.
-Perform other duties as assigned.

Experience with IT projects, either as a business product owner or IT project manager, from developing a problem statement, scoping a project, managing resources, selecting and contracting with a vendor, requirements gathering, building, testing and launching a system.

-Advanced knowledge of organizational business practices, work flow analysis, business systems design, process re-engineering, systems testing procedures and troubleshooting applications.

-Demonstrated ability to make highly technical systems and concepts understandable and accessible to lay audiences.

-3-5 years experience as a functional analyst, business systems analyst, IT Project Manager, and/or business architect
-Knowledge of SaaS infrastructure, APIs and open data
-At least 2 years of recent supervisory experience.
