King County's Facilities Management Division (FMD) is searching for a leader to serve in a nine-month Special Duty Assignment as the Deputy Director of Operations for the division.
This role will be focused on the daily operations of the division and be a key to designing and implementing strategies and projects that maintain present and future services necessary to meet our customer's needs. We are looking for a high-quality executive, who is an exceptional strategic thinker and leader who thinks out-of-the-box, breaks down barriers, and empowers staff to continuously improve in order to meet the challenges of the future.

This position will serve as a member of the division senior leadership team. This role involves daily interaction with staff from all levels the organization including elected officials, agency stakeholders, and separate branches of government. This role will require the incumbent to have exceptional strategic leadership and project management skills, a commitment to building and maintaining a diverse workforce, a driver of efficiency and innovation, and a desire to push self and others for successful results.

ABOUT FACILITIES MANAGEMENT DIVISION (FMD)
Through the work of over 350 dedicated employees, FMD provides clean, environmentally sustainable and cost-effective work environments within a changing world. Major sections of the division include:
Building Operations : Responsible for custodial services, maintenance, and building operations as well as building security. Building Services is committed to providing high quality service to effectively and efficiently support and maintain the County's buildings.
Capital Projects: Responsible for efficiently and effectively delivering large-scale projects in alignment with the policy directives of King County government, the facility needs of employees and the public, and for overall service to the community.
Real Estate Services : Responsible for acquiring property, negotiating leases, and property management for all of the County. The section also maintains a centralized inventory system of all County-owned real property and conducts sales of surplus property.
Real Estate Services also processes utility permits, reviews and processes requests for easements, rights-of-way construction permits, and utility franchise agreements.

KEY EXPECATIONS/REPSONSIBITIES FOR THE DEPUTY DIRECTOR:

The Deputy Director is responsible for managing the daily operations of the division including a variety of strategic initiatives and special projects. Key responsibilities include:
  • Supervise day-to day operations including Building Operations, Capital Projects, Health Through Housing, Customer Experience, Security, and Communications.
  • Implementing and promoting goals, vision, workforce management, performance measures, and strategies.
  • Developing and implementing an asset management system and energy efficiency plan to effectively manage County owned properties.
  • Participating in the development of the division budget with a focus on aligning strategic priorities with current resources.
  • Collaborate with key stakeholders and creating a communications plan and structure that will enable effective and timely responses with customers on the status of major projects and initiatives.
  • Foster a culture of innovation and change with a strong sense of how to develop and offer new products and services and to bring along others.
  • Utilize internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value.
  • Recommend, draft, and advocate for legislation and other laws and regulations to support changes. Evaluate new legislation for impact and efficiently implement legislation changes.
  • Serve as Division Director in the absence of the director.

    THE IDEAL CANDIDATE FOR THIS ROLE IS A GOOD PEOPLE LEADER WHO WILL:
  • Have strong daily operations experience and background with a large facilities, public works, or real estate management organization; OR any combination of education and experience that clearly demonstrate the ability to perform the scope of job duties.
  • Demonstrate a high level of self-awareness and is comfortable with their own strengths and weaknesses.
  • Are culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace. Be sensitive to managing differences and building bridges.
  • Lead a changing culture within an emerging LEAN organization focused on continuous improvement.
  • Conceptualize, develop and implement strategies, systems, standards and plans for a wide variety of functions.
  • Develop metrics and use innovative visual tools to display division priorities and strategic initiatives in a clear and impactful manner for use in policy decisions.
  • Persevere and adapt, while working in a multi-faceted and sometimes ambiguous environment.
  • Create initiatives to develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on employee engagement, good communication, and team building. Experience working in an organized labor environment is a plus.
