Deputy Division Director - Employee Health & Safety
- Summary
The Employee Health and Safety (EHS) Division within the Department of Human Resources (DHR) is seeking a strategic and innovative professional to fill the Deputy Division Director role. Reporting to the EHS Division Director, this role will be relied on to administer and evaluate a portfolio of workplace health programs including safety, workers' compensation, and benefits. Through a lens of equity and social justice, they will work closely with the Division Director to prepare a detailed budget and recommend short and long-term strategies to support current and proposed programs, improve employee experience, and strengthen employee health, workers' compensation, and safety programs.
The ideal candidate will provide seasoned expertise in the analysis, design, implementation, and execution of safety and health objectives and programs. They will possess excellent communication and strong analytical skills necessary to lead and support employee engagement and development of an approximately 31 member multi-disciplinary team to deliver consistent, quality service to our King County employees. It would be an added benefit if the successful candidate was well versed in the methodologies of lean continuous improvement/change management. Other important skills include:- Effective coaching and mentoring skills.
- Experience understanding and advising in the areas of Risk Management, and complex employee programs such as Worker Compensation and Disability Accommodation.
- Experience in using influence, data, and effective presentation skills to gain acceptance of program needs.
- Financial forecasting and budgeting experience.
- Experience in collaboration with multiple partners including within the Division and Department but also with external stakeholders, vendors, other government agencies, employees.
- Effective at identifying and removing barriers that prevent access to health.

- Manage and oversee long term strategic business planning efforts, key strategic policy initiatives and projects, legislative issues and agendas, operational planning, data analysis and performance reporting of the county's comprehensive safety, worker compensation and benefit programs.
- Support the advancement of the County's Equity and social Justice Strategic Plan and ensure that the principles of the ESJ plan are reflected in all aspects of the Division's operations.
- Provide day-to-day management and oversight of the Division, while acting as a change agent in solving problems internally and externally through action planning, issue identification and solution building, implementation and then able to evaluate outcomes and results for continued improvement.
- Directs the Safety and Claims programs to ensure safety practices and injury prevention programs, the administration and operation of the County's self-insured worker compensation program as well as oversee the Disability Services group which includes the supported employees' program, disability accommodations, and leave management.
- Assists in monitoring the benefit and worker compensation and safety funds administered by the division and works collaboratively with Finance Section
- Make decisions related to the resolution of disability and worker compensation claims
- Works with Benefit Strategist in developing division wide tactics to improve employee health
- Identifies gaps in services and systems and creates and implements resource plans to eliminate gaps through system improvements, changes in contracts, service delivery methodologies
- Perform other duties as assigned
- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications- Bachelor's degree in Human Resources or a degree related to Worker Compensation, Risk Management, Occupation Safety and Health Management or Juris Doctor degree; AND
- Five (5) years of increasingly responsible management experience in safety and claims, disability services, benefits, and/or complex human resources programs; OR
- Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform the work.
Other Qualifications:- Experience working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQ, people with disabilities, and veterans.
- Strong and active supervisory skills.
- Ability to create initiatives to develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on employee engagement, good communication, and team building.
- Skill in establishing effective working relationship and partnerships across boundaries.
- Clear and effective communication and presentation skills, both oral and written, with the ability to communicate with individuals at all levels both internally and externally.
- Knowledge of Washington State laws, regulations and relevant court rulings relevant to this division.
- Knowledge of state administrative code provisions governing worker compensation and safety.
- Skill at goal-setting with the ability to organize people and activities to accomplish strategic work plans.
- Skill and demonstrated experience in developing and establishing process improvements, and developing innovative approaches to problem solving, working collaboratively and implementing various learning programs.
- Skill in system/organizational analysis.
