Summary
Public Health - Seattle and King County is seeking an outstanding leader with operational savvy, strategic expertise navigating administrative systems, and people skills to serve as Deputy Director of the Administrative Services Division. This position plays a key role in overseeing the central business functions of the department, fostering innovative practices centered in equity, and liaising with King County's Department of Information Technology (KCIT) and the Department of Executive Services Facilities Management Division (FMD).
ABOUT THE ADMINISTRATIVE SERVICES DIVISION
With its expertise and proficiency in the areas of finance, payroll, contracts, procurement, fleet, records, facilities, electronic health records, health care compliance and risk management, the Administrative Services Division partners with the other six divisions in achieving strategic goals, meeting regulatory requirements, and creating a work culture that values racial justice and community-driven solutions. The Division currently has a budget of over $10M per year with about 76 employees. Building on lessons from the COVID response and other health emergencies, it is gearing up to lead process improvements in many of the department's business functions.
ABOUT THE POSITION
Reporting to the Chief Administrative Officer, the Deputy Division Director co-leads the division leadership team in overseeing central business functions and developing a work environment that promotes inclusion, continuous improvement, and staff development and well-being. The Deputy Division Director not only oversees teams within the division but also leads and facilitates leadership meetings and projects across the department. For example, it convenes and facilitates a regular meeting of the deputy directors from other Public Health divisions to identify emerging needs for the department's business functions and support their resolution. Another priority of this position is to develop effective relationships with key partners in KCIT and FMD.

Work location: This position will be based out of the Chinook Building, located at 401 5th Ave in Seattle, and will work onsite 1-2 days per week or as needed. The remainder of the work will be performed via telecommuting.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite.
To support employees during this time King County has a robust collection of tools and resources to support working remotely.
Work schedule: The normal work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.

Job Duties
- Provide leadership within the division for employee engagement and well-being for a talented and diverse staff. This includes promoting inclusion, developing annual action plans, reviewing results of employee surveys, facilitating division all-staff meetings and supporting training and professional development.
- Co-lead the division's leadership team to involve staff in setting priorities, creating and monitoring performance measures, developing new leaders, and fostering partnerships.
- Provide leadership in evolving business processes and systems that are centered in equity and support the strategic direction of the department.
- Oversee the administrative infrastructure that supports the Administrative Services Division and director's office, including but not limited to procurement, budget monitoring and reporting, onboarding/offboarding employees, and training and development.
- Oversee and support the section in the division responsible for contracts, procurement and real estate services for the department and other sections as determined by the CAO.
- Provide leadership in supporting the department's technology needs, promoting the department's interest to KCIT and as a representative to the KCIT governance team, convening the department's IT Investment Board, and works in coordination with a direct report who is a subject matter expert, supporting the adoption and utilization of applications within the Office 365 environment and other emerging technology priorities.
- Promote, problem-solve, and advocate for the department's facilities and real estate services goals with FMD leadership.
- Coordinate and facilitate teams and projects for the department including leading the monthly meeting of division deputy directors focused on the business infrastructure of the department.
- Represent the department at County-level meetings.
- Supervise, lead, and mentor effective teams consistent with the County's values particularly, we are racially just, we respect all people, and we are responsible stewards
