Th e responsibilities of the Designated Crisis Responder (DCR), Involuntary Commitment Services (ICS) Supervisor include providing supervision, training, consultation and guidance to the Designated Crisis Responder team. This includes completing performance assessments with their supervisees during probation and annually once probation is complete, providing consistent supervision in the field and the office, coaching and developing improvement plans as needed. Interpret statute, assist in implementation of involuntary detention statute amendments, review legal and case documentation completed by the DCR team and provide review of clinical cases. The ICS Supervisor works closely with internal and external stakeholders to ensure a strong customer service practice and assists the CCS Coordinator in the development of clinical and office guidelines, policies and procedures.

During an emergency or community disaster, the supervisor may be required to work as an Involuntary Commitment Specialist at any shift times, weekends and/or holidays.
UNION MEMBERSHIP: This position is represented by the International Federation of Professional & Technical Employees, Local 17. Membership is required within 30 days of employment.
MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. Job Duties
- Provide supervision, consultation, performance assessments and training to ICS team.
- Manage 24/7/365 schedule for Crisis and Commitment Services.
- Review cases for proper documentation, appropriate decision-making, quality assurance and completeness of work.
- Perform administrative duties, address complaints, develop procedures and service protocols and work on special projects as assigned by the coordinator.
- Participate in regular meetings with community partners to promote the interests of CCS and maintain positive working relations in the community.
- Provide training and education to outside agencies and community groups on the involuntary detention law process and the role of the ICS.
- Manage and participate in the recruitment and hiring.
- Provide on-call support to the team on a 24-hour basis on a weekly rotation with the supervisor team.
- Assist the Coordinator in researching data for proposed legislation that may impact the work of Crisis and Commitment Services.
- Provide support to outside partners with coordination of services, complaints and education of the involuntary commitment system.
- Work as ICS in an emergency or due to a disaster.
- Must be a Mental Health Professional (MHP) as defined in WAC 246-341-0200.
- Must maintain a Washington State Department of Health credential that satisfies the definition of MHP in good standing.
- Demonstrate expert knowledge of RCW 71.05 and RCW 71.34 and related WACS.
- A minimum of 2 years' experience, post-graduate, in the direct evaluation and treatment of persons with mental illness under the supervision of a mental health professional and experience in responding to patients in crisis.
- Demonstrated ability to communicate clearly and effectively, in writing and verbally, including public speaking.
- Experience working as a supervisor or a project team lead in human services and/or equivalent education on supervision and management skills and practice.
- Knowledge of the mental health system, chemical dependency system, social service network and resources offering alternatives to involuntary hospitalization.
- Strong interpersonal skills including collaboration, team player and good listening skills.
- Must possess and maintain a valid, unencumbered Washington State Driver's License.
- 2 years or more experience as a Designated Crisis Responder (DCR) in Washington State.
- Chemical Dependency Professional (CDP).
