Summary

We are seeking a Project/Program Manager III to support the Environmental Health Services Division in transitioning to digital records. The goal of this project is to make information accessible to the public, developing online and electronic processes, training staff in effectively using the developed processes, and provide support in communicating how to find records electronically to the public.
 
The ideal candidate will have experience working with teams to move data and processes from paper into software systems, such as SharePoint. This role will include project management, solution development, and solution implementation. You will be responsible for identifying and implementing a new record management solution using existing county tools.  
 
This position will be the section’s subject matter expert on Microsoft Office 365, and implement the migration of paper records into an online records systems. This position will work directly with program staff and operations staff, and in concert with continuous improvement specialists, business analysts, King County’s IT division, and other partners in the Division and in the County.

Job Duties

  • Identify and implement a new electronic data/records management & storage solution meeting the following requirements: 
    • Work with technical staff to assess records management and storage needs 
    • Develop records management structures within the tools and resources available to the section (SharePoint, iLINX software, data management systems, etc.)
    • Coordinate with Division and Department-level projects for records retention and records management 
    • Lead work with digitation contractor
    • Implement plan to sort, digitize, index, and store records
  • Develop and document online customer business functions and processes (inspections, permitting, certifications, plan review, other)
  • Partner with internal teams to migrate processes to online workflows/systems
  • Lead and implement Microsoft Office 365 migration and implementation
    • Develop SharePoint systems for storing files and records
    • Build document libraries in the appropriate Office 365 system 
    • Guide and implement the transition of files from shared drives to SharePoint
    • Train staff in using Office 365 tools, document library use, location, and rules
    • Develop documentation for the organizational system each Office 365 Document Library uses and metadata guidelines
  • Train and support in building technical skills of program staff to use technology for field inspections, plan review, and records management
  • Provide program support during new software implementation
    • Develop and document workflows for the section
    • Train and support staff in effectively using the new software
  • Utilize data systems and develop reports to drive program communications and technical improvements. 

Experience, Qualifications, Knowledge, Skills

  • Experience with project management including developing roles, milestones, and timelines, and coordinating communication and outcomes with external and internal teams.
  • Experience researching, analyzing, interpreting, and synthesizing organizational data and information to resolve issues and make recommendations; and initiating and implementing organizational process improvements.
  • Organizational change management experience in a large, complex organization.
  • Knowledge, understanding and technical skill in systems analysis; relational databases and automated systems data modules, automated systems testing procedures, data conversion analyses, design, and troubleshooting applications; table relationships, and views. 
  • Familiarity with government records management. 
  • Skill in desktop workflow and reporting tools, including but not limited to Microsoft Office 365 (Excel, OneDrive, SharePoint), Power BI.
  • Ability to oversee, write, and present reports for technical and non-technical audiences.
  • Experience applying equity and social justice principles and practices in a government, business or other settings.
  • Ability to project manage in a dynamic environment while meeting deadlines and time constraints.
  • Data analytics skills and knowledge of database structures.
 
DESIRED QUALIFICATIONS: 
  • Experience with Lean Six Sigma and/or Agile project management.
  • Experience with software implementation projects.
  • Experience in plan review software (e.g. Bluebeam, CAD).
  • Knowledge and understanding of geographic information systems (GIS) and intersection with data management systems.
  • Familiarity with report and query writing languages and writing system documentation and technical reports. 
  • Experience managing outside contractors and consultants.
  • Experience communicating and presenting proposals to Executives.
  • Strong team leadership experience.
  • Microsoft Office 365 user certification, specifically in SharePoint.

Work schedule
This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is 40 hours, Monday through Friday. Occasional evenings, weekends, on-call work, and some travel are required.
 
Work Location: 

The home base for this position is Eastgate Public Health Center located at 14350 SE Eastgate Way, Bellevue.  The position requires reporting in person at this site for 2-3 days per week.


Telecommuting
The work associated with this position will be performed mainly through teleworking, with office work and meetings as needed.
  

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
