Director - Division of Community Health Services
The King County Department of Public Health is seeking a Director to lead its Community Health Services Division.
The next Director will lead the division with equity and anti-racism at the forefront. The Director will be a forward thinker, an outstanding operational people leader, strategist, and a systems-navigator who is committed to equity and community-centered service, and who excels at inspiring, supporting, partnering, and empowering the division’s leadership team and staff to further work toward the vision of this department.
About the Public Health Department
Public Health – Seattle & King County (PHSKC) is the public health department in King County. It is jointly managed by the City of Seattle and King County governments, serving approximately 2 million residents. With current hiring PHSKC will soon employee more than 2,000 people. PHSKC is committed to healthy communities and leading with racial equity and social justice.
The purpose of CHS is to strengthen King County’s safety net services and partnerships to assure equitable and responsive health care for communities that have historically been marginalized.
CHS provides direct services through its Public Health Center system and assures access to quality services through partnerships and regional programs.
The Division’s 2021-22 biennial budget is $295 million, with more than 580 employees. Approximately 80,000 clients are served annually in the Public Health Center system. In addition, our regional partnership programs support service delivery for more than 300,000 people annually.
More About Public Health Centers
The Public Health Centers in CHS provide comprehensive clinical care delivered through a framework of evidence-based practices. Primary populations include:
- Pregnant people and people with young children,
- Adolescents and school-age children,
- Adults whose incomes are below the federal poverty threshold including:
- People experiencing homelessness,
- People with chronic and multiple medical, mental health and substance abuse conditions, and
- People with limited access to services due to cultural, immigration, or language barriers.
There are six core program services delivered at our Public Health Centers:
- Parent Child Health programs including First Steps (Maternity Support Services [MSS]/Infant Case Management [ICM]), Nurse Family Partnership, Family Ways, and Children with Special Health Care Needs,
- WIC (Women Infant and Children Supplemental Food Program),
- Family Planning including health education,
- Primary Care,
- Clinical Dental Services, and
- Enrollment into health insurance and other benefit programs.
Regional Partnership Programs
CHS also delivers several regional “partnership programs”. Through these programs, investments are made in, and partnerships formed with, community-based agencies to fulfill the division’s purpose.
The next CHS Division Director is a leader in the organization and the community in the assurance of responsive and equitable health care services and supports throughout King County.
The Director’s primary role is to serve as the authentic and transparent leader of the CHS Division, with responsibility for oversight, strategic direction, community connectiveness and operational priorities.
Other responsibilities of the CHS Director include:
- building and maintaining strategic partnerships with Community Health Centers, hospitals, community-based organizations, and other health care and safety net providers;
- developing and leading innovative community health programs;
- designing and overseeing clinical operations at multiple public health centers and other community-based locations.
CHS and COVID
During this past year, CHS was called upon to develop, implement, and manage major COVID-19 response strategies including testing and vaccinations. CHS will continue to play a major role in the County’s response to COVID.
CHS Response to Racism as a Public Health Crisis
CHS was also called upon to respond to the King County and PHSKC declaration that Racism is a Public Health Crisis and to intensify its work to advance racial equity and justice.
The CHS Division Director has leadership responsibilities in responding to both of these public health emergencies.

Work location: This position is based at the Chinook Building in downtown Seattle at 401 Fifth Avenue, Seattle, WA, 98104. Some travel to locations throughout King County may also be required.
The work associated with this position will be performed predominantly through teleworking with reporting to office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
