King County Metro Transit is searching for an exceptional leader to serve as Director of Employee Services. King County is one of America's fastest-growing regions, and Executive Dow Constantine is building partnerships and working with employees to meet the key challenges facing the Northwest-Equity, Race, and Social Justice, Climate Change, and Regional Mobility.
To meet these challenges, the Division Director will oversee teams supporting Human Resources, Labor Relations, Organizational Health and Development and Recruiting for a rapidly growing organization of more than 6,000 employees. The division itself is made up of 120 talented and passionate employees who have a profound impact on Metro's ability to deliver quality services to County residents.
The Director will also serve on Metro's Leadership Team, the group of senior leaders charged with making critical budget, service and priority decisions for the organization.

KEY DELIVERABLES AND EXPECTATIONS
Reporting to Metro's Chief Administrative Officer the Director of Employee Services will provide collaborative leadership and a clearly articulated vision for ensuring that the department-wide people systems and policies are efficient, effective, equitable and continually improving.

The Division Director will:
Oversee the strategic and operational needs of the Division including human resources management, labor relations, and Organizational Health & Development.
- Engage with leadership, labor partners and employees to strengthen our workplace culture; increase access to learning and development; build a more diverse and culturally responsive workforce; increase health, well-being, and safety; provide competitive, stable and equitable total compensation; and assure our systems and processes support this work.
- Develop and oversee the division budget; determine and allocate resources.
- Guide the development and implementation of short & long term strategic goals, vision, workforce management, performance measures, strategies, policies, best practices, and initiatives.
- Engage and shape systems to promote an organizational culture that supports continuous improvement and embraces equity, race, and social justice for employees.
- Foster a culture of innovation and sustained change with a strong sense of how to improve current products and services that are responsive to internal needs of employees and divisions and in service/alignment with King County's centralized labor, human resources, and career and culture teams.
- Leverage the County's information and business intelligence systems to drive operational improvements with a focus on performance, measurement, and accountability.
- Utilize internal and external resources, technology, and continuous improvement techniques to report metrics, improve processes, create more capacity, and deliver greater value to our customers and community.
- Work with functional leaders to support and optimize organizational design and growth (procedures, structures, and systems).
- Bring a strong ability to direct and provide strategic leadership to a large, highly unionized, and multi-faceted organizations, including working collaboratively at all levels.
- Have a strong background in organizational design and development with the understanding and strategic mindset to make the people systems work together.
- Have an exceptional record of successfully managing, developing, and implementing strategic initiatives and plans. Able to translate business strategy to roles of the division teams.
- Be a champion for Equity, Race & Social Justice. Understands that systematic racism and its long-term effects are pervasive in our society. Is comfortable having candid and sincere conversations with all employees and partners about race and equity in our work.
- Understand how to manage complex projects including scoping and organizing resources, developing work programs, and building and facilitating multi-disciplinary teams.
- Be customer-focused and comfortable advising and partnering with senior and executive-level management about complex initiatives, polices, and workplace/labor issues.
- Have strategies and ideas to continue to create a climate of employee engagement which supports the development, learning, coaching, and team building necessary for the workforce of the future.
- Be an excellent communicator and a culture that can "prioritizing and act" to keep decisions moving forward Able to synthesize complex ideas and concepts effectively in multiple settings with a diverse audience.
- Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
