Position Summary
Public Health - Seattle & King County (PHSKC) is seeking a Disability Equity and ADA Manager (Project/Program Manager III) who will bring their lived experiences as well as their technical knowledge to provide subject matter expertise and policy guidance to the Office of Equity and Community Partnerships in the Director's Office of Public Health - Seattle & King County. The position will support Public Health in furtherance of its commitment to providing equitable and accessible services in all of its programs and services by applying their knowledge of Title II of the ADA. The person in this position will lead a self-evaluation and transition plan of current services, policies and practices that do not or may not meet the requirements of Title II. The Disability Equity and ADA Manager will ensure that the needs of people living with disabilities are incorporated into the department's work to reduce and eliminate racial/ethnic disparities, as well as disparities for people with disabilities.

Background
Office of Equity and Community Partnerships: Anti-racism and community co-creation drive desired outcomes, decisions, resource allocation, program design, and results across the determinants of equity. As part of an extremely diverse group and office, this position will be able to advance practices and systems at the program, division and department level to advance disability and racial equity and ADA compliance.

Work Schedule
Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This position is Exempt from the provisions of the Fair Labor Standards Act.

Work Location
The work for this position will be performed hybrid, predominantly via telecommuting, with occasional onsite work. The base for this position is the Chinook Building, located at 401 5th Ave, Seattle, WA, 98104.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Job Duties



Applying equity, racial and social justice principles is a daily responsibility and foundational expectation for all King County employees. As the Disability Equity and ADA Manager, this position will:
  • Advise PHSKC divisions on universal design and compliance with Title II of the ADA, Section 504 of the Rehabilitation Act, and relevant federal, state, and local laws in their administration and operation of public services and programs.
  • Lead PHSKC in the planning, development and execution of its self-evaluation and transition plan of current services, policies and practices that do not or may not meet the requirements of Title II, and setting a clear direction, expected outcomes, and appropriate timelines for making recommended improvements and changes in how Public Health delivers services to people with disabilities.
  • Provide support to staff and ADA liaisons in the delivery of services to clients and customers with disabilities, including requesting reasonable modifications.
  • Focus on ADA and Disability Equity for the department as a whole, though in the first phase there will be an explicit and deeper focus on Jail Health Services. Lead in and contribute to reports on ADA and disability equity for internal or external audiences.
  • Serve as Title II Coordinator for the department and develop a Title II grievance process for receiving and resolving ADA complaints from the public, and lead in the resolution of grievances and complaints.
  • Work with community partners and the public to advance disability equity and justice issues and the development of universally accessible and anti-ableist services and policies in compliance with local and federal law and aligned with Public Health's Strategic Plan, the county's Equity, Racial and Social Justice plans, and the Disability Equity Action Plan.
  • Create written documents and guidance including educational materials for PHSKC workforce on the requirements of Title II of the ADA, universal design, and disability equity, as well as reporting on progress on ADA compliance. Lead in the development and delivery of trainings.
  • Coordinate closely with other departments, such as the Department of Adult and Juvenile Detention as well as the Office of Equity, Racial and Social Justice in the Executive's Office.
  • Respond to emergent and emergency public health issues focused on accessibility and disability equity, working with programs and the public.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills



Our ideal candidate will demonstrate the following (Minimum):
  • Knowledge and application of Title II of the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and other local and federal civil rights laws.
  • Proven leadership and technical experience in supporting and advocating for the rights of people with disabilities, increasing access to services and programs for people with disabilities, and/or effecting Title II of the ADA, or a combination of professional and other experience required to effectively perform the work of this position.
  • Experience working with persons with disabilities, BIPOC, low-income communities and access and functional needs is a must. Experience working collaboratively with diverse partners including individuals, families, culturally specific and community-based groups, advisory groups and boards, policy committees, service providers, government and systems partners, and co-workers.
  • Experience in project management, planning, training, community engagement and partner relations.
  • Experience in policy analysis and policy development using a racial equity and disability framework.
  • Experience in public health, public administration, health policy, social work, or related field.
The most competitive applicants will have the following experience and qualifications (Desired):
  • Experience conducting and managing ADA transition plans for government agencies.
  • Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based health inequities.
  • Skill in working and understanding complex application of intersectional approaches and strategies, in terms of disability and race, ethnicity, age, gender identity, sexual orientation, religion, economic status, class, and other identities.
  • Skills to prepare visual and written documents for specific users, to create multi-use spreadsheets, and to synthesize complex data for decision making.
  • Project management and meeting facilitation.
  • Understanding of public health functions, systems and infrastructure.
  • Excellent written and oral communication skills.
  • Ability to work in a virtual office environment, adapting to a variety of software platforms.
  • Adept in Microsoft Office Suite, Zoom, various social media and other virtual platforms.
  • Ability to develop and maintain collaborative networks.
  • Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
