Diversion Program Manager

The Jail Health Services Division of Public Health Seattle & King County is seeking a Diversion Services Manager (Project/Program Manager IV) who will bring their lived experiences as well as their technical competencies to oversee Diversion Programming. Diversion Programming seeks someone who is representative of those who live in King County and is dedicated to embedding equity in their daily work.
Diversion Programming includes the Therapeutic Alternative Diversion (TAD) program out of King County District Court and Community Diversion Program (CDP) out of King County Superior Court. These programs are a collaboration between King County Prosecuting Attorney’s Office, King County Executive Team and King County Public Health. Diversion Programming seeks to support those at the intersection of Behavioral Health challenges, poverty and the legal system.
This position is part of the JHS Psychiatric and Social Services section and will report to the Psychiatric & Social Services Manager. The Diversion Program Manager is responsible for the day-to-day operations of Diversion Programming, CDP and TAD programs and the team members associated with those programs. Primary duties include developing and implementation of policies and procedures for the program, providing direction and oversight to staff, planning and monitoring goals and objectives, preparing and monitoring budgets, ensuring work adheres to established standards and advocating at a micro and macro level for systems change.

Work Location:
Downtown Seattle will be the primary work site. This Position provides services across various community locations throughout King County. This position and the staff assigned to this team maintains ongoing clearance to all jails within King County.
Work Schedule:
Monday through Friday.. Alternative work schedules are considered on a case by case basis and based on the need of the team and clients served.- Job Duties
Program Management
Establish goals, objectives, and priorities for the Diversion Program; analyze program effectiveness and opportunities for improvement against stated goals.
Lead the expansion of assessment, evaluation, and treatment services to address the needs of the clients entering into diversion services.
Build and strengthen the pipeline for barrier free access to treatment for clients involved in the diversion program.
Resolve concerns and problems presented by clients or constituents.
Oversee and coordinate program activities and ensure program deliverables are achieved; evaluate program progress and results; prepare reports as required, in partnership with both internal & external (to Public Health) partners.
Develop or inform the development/updates and implementation of policies, procedures, guidelines, and standard work for Diversion programming.
Perform other duties as assigned.
Supervision & Team Development
Direct and manage the work of multiple professional staff, (JHS Diversion Program and its subprograms (TAD Program, CDP Program, and team members associated with these programs), including quality assurance.
Supervise program staff, including hiring, staff recognition, setting goals and expectations, and carrying out performance improvement plans or discipline when necessary.
Provide clinical supervision of staff and determine position competencies. Evaluate and document work performance formally and informally; coach, counsel, monitor and motivate assigned staff.
Train and mentor staff. Evaluate staff performance and provide coaching, timely feedback and corrective action for performance issues. Interpret policies and procedures and resolve conflicts. Communicate with King County departments and community partners around program successes, challenges, and opportunities; handle politically sensitive inquiries about the program or work being done.
Engage team in healthy conflict resolution practices to encourage resolution of conflict at the lowest level.
Communication
Develop and maintain a broad working knowledge and good professional relationship with key community substance use treatment, medical, mental health, and community-based providers. Identify and foster new possibilities for effective collaboration with community-based providers.
Communicate with King County departments and community partners around program successes, challenges, and opportunities; handle politically sensitive inquiries about the program or work being done.
Address conflicts as opportunities for collaboration with demonstrated facilitation, negotiation, and consensus-building skills.
Analytical:
Apply equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on vulnerable communities and populations when making decisions and recommendations.

A well-developed understanding of equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice into program design and workplace culture.
Experience implementing new criminal legal and/or social determinants of health focused policies, programs, or initiatives; working in behavioral health services; criminal legal programs or systems; or related community-based programs. Demonstrated leadership in the implementation of initiatives and programs to serve those impacted by the criminal legal system.
Demonstrated knowledge of and expertise in principles and processes of social work, case management, behavior change counseling/intervention, and service planning related to identified needs.
Experience liaising between community partners as it relates directly with client services.
Demonstrated ability to manage program components while maintaining key principles of a comprehensive model, based on Risk Need Responsivity principles and social determents of health.
Demonstrate working knowledge of the Risk Need Responsivity (R-N-R) modality, Core Correctional practices, and other evidence-based practice(s) behavior change counseling for working with individuals who are justice involved.
Demonstrate knowledge to lead a team in the areas of effective assessment, case management, strengths-based assistance, and services connection.
Working knowledge of service providers, types of services needed for those in provided care through diversion programming.
Demonstrated knowledge of collaborating with community-based organizations to best serve those in diversion programming.
Demonstrated commitment to finding areas of commonality across differences in furtherance of the agreed programming goals in the service of client outcomes.
Demonstrated knowledge of medical, mental health and substance use conditions/issues/services affecting this program population in King County.
Excellent written and oral communications skills.
Demonstrated skill working with electronic health record (EHR) systems.
Proficiency with Microsoft Office applications, in particular Word and Excel.
Washington State Driver’s License or the ability to travel to work locations with limited public transportation.

Experience rolling out new programming within a government setting that serves adults without stable housing, experiencing co-occurring disorders, IVDU, legal involvement and/or significant trauma.
Experience outreaching in a government setting with individuals without stable housing, experiencing co-occurring disorders, IVDU, legal involvement or significant trauma.
Experience in forensic/legal case management: navigating participants’ court dates, legal obligations, advocating resolutions within the legal system and addressing the court in multiple municipalities within a government setting.
Extensive knowledge of government and community social service resources related to behavioral health, education, employment, housing,
social and family supports, and health.
Proficiency in a language other than English.
