Jail Health Services Division of Public Health | Seattle & King County is seeking a full time Project/Program I to join our Diversion team!
Our team includes a Program Manager IV who oversees the Diversion Program. The Diversion Program consists of two pre and post filing diversion programs, Therapeutic Alternative Diversion (TAD) out of King County District Court and Community Diversion Program (CDP) out of King County Superior Court. These programs are a collaboration between the King County Prosecuting Attorney's Office, King County Executive Teams, and King County Public Health - Jail Health Services. Direct services are provided by our Diversion Care Coordinators serving Seattle & King County's legally involved community members who have been referred to TAD or CDP. Our program includes a Diversion Community Services Coordinator who maintains and monitors our CDP contracted community-based providers. The goal of these programs is to mitigate the criminalization of Behavioral Health and poverty by diverting certain low-level property and drug charges into TAD and CDP in lieu of continued involvement in the mainstream legal system. Our team values collaboration, compassionate, client-centered, trauma-informed care models and aims to reduce systemic barriers to ensure desired service needs are met for those we work with.
The Project/Program Manager I will provide administrative and data analysis support. They will be responsible for collecting and summarizing data used for quality assurance, performance monitoring and evaluation activities. The position will play a key part in ensuring that the diversion programs run effectively by maintaining schedules, managing program resources, and coordinating program-related meetings. This position will support direct service staff in adequately securing, tracking, and maintaining client resources such as transportation assistance, gift cards, client cell phones and other basic service needs by purchasing supplies and maintaining inventories.

Work Location:
The Chinook building, 401 5th Ave., Suite 1000, Seattle, WA 98104 will be the primary work location in addition to telecommuting 1-2 days a week as determined by staffing and program need. This candidate may be required to provide support to our direct service staff in various community locations throughout King County. Staff assigned to this team will maintain ongoing clearance to all jails within King County.
Work Schedule:
This 1.0 FTE works 40 hours per week. The Diversion Program staff coverage is provided Monday through Friday during the business hours of 7am-6pm with some schedule flexibility within those business hours.

Job Duties
- Organize and maintain the program's SharePoint page, Microsoft Team site, and shared email accounts.
- Assist in training new staff on the program's SharePoint page, Microsoft Team site, and shared email accounts.
- Use an electronic health management system to update client information, send letters to clients, run reports, and communicate with care team members.
- Conduct enrollment assistance activities for patients who are eligible but not enrolled in Medicaid. Activities include helping patients enter information into the Washington Health Care Authority's Healthplanfinder, selecting an insurance plan, and enrolling participants in Medicaid.
- Create and maintain data collection tools, daily management boards and monthly program performance measures as directed by Diversion Program Manager IV.
- Assist with budget monitoring and preparing weekly, monthly, quarterly, and annual reports.
- Act as custodian for cash incentives (gift cards) and perform quarterly reconciliations according to county procedures.
- Responsible for managing, reconciling, and ensuring appropriate supply of client materials, program resources and supplies for the Diversion Team direct service staff.
- Purchase supplies with a P-Card and reconcile expenses in Oracle EBS for all Diversion team members.
- Responsible for revisions to and maintenance of established onboarding materials, patient education materials, forms, program brochures and posters and assisting Diversion Program Manager III with developing and creating new program-related materials.
- Assist Diversion Program Manager IV with presentations and meetings by scheduling events, preparing handouts, coordinating logistics, creating meeting agendas, taking notes, and drafting a copy of the minutes.
- Respond to inquiries from community providers about program procedures and program activities.
- Maintain staff schedule and calendars and update staff tracker
- Ongoing commitment to learning, understanding, and effective application of anti-racist practices when working with Black, Indigenous, and People of Color.
- Demonstrated proficiency using cloud-based applications like Microsoft O365 including SharePoint, OneNote, and Teams.
- Demonstrated experience maintaining and updating program materials and program reports including budget trackers by using Microsoft O365 applications.
- Demonstrated experience in gathering data and reporting on program services.
- Demonstrated proficiency with Oracle EBS, P-Card processes, and inventory management.
- Demonstrated effective problem-solving, organizational skills, being able to prioritize work and handle multiple tasks simultaneously.
- Demonstrated ability to work with ambiguity and autonomy.
- Demonstrated emotional intelligence to work in team environment and use conflict management skills appropriately.
- Ability to travel on a flexible schedule as needed.
- Must possess valid Washington Driver's License to drive a county vehicle.
- Knowledge of medical, mental health and substance use disorder terminology.
- Experience working with high-risk and vulnerable communities.
- Demonstrated working knowledge of the criminal legal system and of behavioral health and community-based services in King County.
- Proficient use of Microsoft Excel to create pivot tables.
