Summary
In this role, you will have the exciting opportunity to prepare for and lead the Department of Natural Resources and Parks response to emergencies and disasters. You will work to knit together separate efforts from within f ive divisions to create a coordinated approach to emergency preparedness for over 2000 employees and the residents we serve in King County. You will also work closely with the King County Office of Emergency Management and other local/state/regional partners.

The Successful Candidate will have the following Competencies:
Telecommuting and King Street Center
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Location: Primarily teleworking and in-person as needed and direct. Locations include: KCOEM - Renton, King Street Center, 201 S. Jackson Street, Seattle, and/or other various DNRP work locations as directed.
Work Schedule: T his position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week. Monday through Friday. This position is considered Mission-Critical. The candidate will work extended hours, nights, and weekends with minimal notice and/or report physically to one of our locations.

Job Duties
- Manage, lead, and coordinate the development, updates, and maintenance to the department and division specific Continuity of Operations Plan (COOP). Conduct department-wide COOP training and exercises, as well as support countywide efforts.
- Act as department liaison during activations and ensure staffing for DNRP at Emergency Operations Center; work closely with DNRP leadership and division level teams. Provide leadership to the DNRP Emergency Management Committee. Represent department on countywide committees, meetings or workgroups related to emergency management projects or policies.
- Build effective working relationships across a diverse department, with other King County agencies and community partners.
- Develop communications and staff development strategy which may include delivering training, employee facing emergency preparedness website, or other ideas that connect with staff.
- Ensure after action reviews are conducted and documented following emergency response activations. Participate in county wide after-action reviews and corrective action/improvement planning.
- Experience leading work with emergency plans and procedures. Knowledge of current emergency management laws, regulations, principles, and practices, and Federal grant programs.
- Experience analyzing current emergency management strategies for gaps and documenting those findings in written reports.
- Demonstrated experience in project management, program management and principles and practices in grant management.
- Experience in policy, protocol, or program planning/development.
- Experience working within a large or complex organization that required the ability to remain flexible and adaptable to accomplish emergency management goals.
- Proficient with the use of office productivity tools in daily work.
- A valid Washington State Driver's License.
- ATC-20 & ATC-45 Certification
- First-Aid, CPR & AED Certification
- 5+ years of experience leading work with emergency plans and procedures.
- Project Management Professional or Certified Associate Project Management certification.
- Training and knowledge of basic ICS/NIMS (IS-100, 200, 700, 800)
- Certification in Emergency Management, Oregon's Basic Applied Practices Series in\ Emergency Management, FEMA's Professional Development Series, IAEM's Certified Emergency Manager, or similar experience.
- WebEOC familiarity, CodeRed-KCInform familiarity
