- Summary
- Metro Transit Employee Services (HR) is seeking two (2) male Drug & Alcohol Program Technicians (Safety & Health Administrator I). These teammates will assist in the administration of the Drug and Alcohol Testing and Education Program to ensure compliance with federal regulations and King County policies. They will also perform urine drug screen collections and breath alcohol tests in accordance with federal regulations. This is a new function for King County Metro as a part of a pilot program. These teammates will report to the Drug & Alcohol Program Manager in the Employee Services Division. This job posting will fill these two male teammates as immediate needs and build a list for future needs for the next six months. Future needs can be male or female.
King County has approximately 4600 safety sensitive employees subject to Federal Department of Transportation Drug and Alcohol requirements as well as Federal Transit Administration, Federal Motor Carrier Safety Administration and U. S. Coast Guard regulations. In addition, this program provides assistance associated with reasonable suspicion, post-accident, and follow-up drug and alcohol testing for all non-safety sensitive employees subject to King County policy.

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a Drug & Alcohol Program Technician, you will:
- Collect urine specimens for DOT and Non-DOT alcohol tests.
- Conduct evidential breath tests for DOT and Non-DOT alcohol tests.
- Monitor shy bladder situations following federal requirements.
- Perform observed (same gender) urine collections as required by federal regulation.
- Assist in reviewing, ensuring or enforcing all federally mandated and King County required drug and alcohol testing requirements to ensure compliance with DOT, FTA, FMCSA and USCG regulations and King County Policies.
- Collect and compile drug and alcohol testing data and statistical information for preparation of reports and audits.
- Maintain security and confidentiality of highly sensitive communications, federal drug and alcohol test records and other records in all forms (written, verbal and electronic).
- Draft procedures for review by supervisor or higher level staff member.
- Assist in the review and analysis of facility and employee-safety or drug and alcohol testing issues.
- Respond to inquirers via phone and email and assist in the day to day operation of the drug & alcohol program.

- Experience, Qualifications, Knowledge, Skills
We are looking for candidates who have:
- Basic knowledge of federally mandated drug and alcohol collection requirements as defined in 49 CFR Part 40.
- Must have experience conducting urine collection for drug tests OR working in a facility that performs drug testing OR an office responsible for compliance of a federally mandated drug and alcohol program.
- Must conduct same gender observed urine collection as required by federal regulation. (Initial two technicians hired must be male to meet federal requirement of observed collections.)
- A valid WA State driver's license and the ability to travel to other work locations throughout King County with limited or no public transportation services.
Have the ability to handle tasks independently with minimal direction and guidance, including the ability to prioritize activities and work in an environment that may include ambiguity and political sensitivity; maintain confidentiality, security, and deal with sensitive issues while working cooperatively and professionally with a variety of individuals, exercising tact and discretion.
Exhibit strong organizational and prioritization skills through:
- Strong written and oral communication skills that provide easily understandable information and direction, while giving outstanding customer service via telephone and in person with the ability to demonstrate discretion, patience, etiquette, and professionalism.
- Experience with the Microsoft Office Suite with Excel, Word, and Outlook. (Must be able to perform statistical reports using excel).

Job Type: This is a Term Limited Temporary (TLT) position for approximately thirteen months and includes benefits.

This recruitment will be used to create an eligibility pool for future Drug & Alcohol Program Technician vacancies. Pools may be active up to 12 months at the discretion of the hiring authority. If the in-house testing Pilot program is approved this TLT position could be extended through 2022.
Work Schedule: This position is scheduled to work 40 hours per week, Monday through Friday, with variable hours at this 24/7 location. However, alternative work schedules may be considered. Flexibility may be required for evening, weekend and/or holiday hours on an as needed basis. This position is non-exempt from the provisions of the Fair Labor Standards Act, and therefore is eligible for overtime.
