Summary

King County's Business Resource Center (BRC) is looking for an experienced Functional Analyst to join the EBS Financials and Procurement Systems (FPS) team.
 
*One position is being offered as full-time either as a TLT (Term Limited Temporary) OR a Special Duty assignment expected to last one year, with possible extensions depending on business needs.
 
The EBS FPS Team supports the following EBS modules:

  • Purchasing/iProcurement
  • Accounts Payable
  • iExpense
  • Inventory
The position will work closely with other functional and technical team members to fix and enhance the EBS system's functionality. They will participate in various EBS special projects and initiatives crossing multiple EBS modules.
 
The Functional Analysts are involved in installing, configuring, patching, upgrading, and maintaining Oracle EBS applications. Incumbents will create functional specifications, conduct complex work assignments and collaborate with stakeholders to identify, analyze, evaluate, and implement ERP system solution options, enhancements, integrations, and configurations.  Functional Analysts also participate in business planning to understand goals, direction, and requirements while considering existing, new, and emerging solutions and opportunities.  They manage change requests; develop and execute test requirements, test plans, test scripts; and provide user education and operational support. They will work closely with stakeholders, other team members, and business users to ensure projects complete successfully within defined time constraints. Stakeholders may include project teams, development teams, functional managers, and user communities. This position also develops education, training, and change management solutions, works under minimum supervision with wide latitude for independent judgment and may assist or coach less experienced team members.

  • Collaborate and develop business partnerships in the Finance and Business Operations Division (FBOD), end-users, and technical resources in multiple County agencies to enhance delivered EBS functionality or design solutions to meet business needs.
  • Lead and facilitate groups in defining business requirements and propose alternative EBS system customization options; assist in design solutions for application modifications, interfaces, analytics, reports, education, training, and change management activities.
  • Create and maintain the system and operational documentation, including business process and procedure, functional specifications, business case, use case, troubleshooting, test scripts, and system/training manuals.  Design and develop new or update existing dashboards and reports requiring complex calculations.
  • Conduct thorough functional testing and coordinate User Acceptance Testing following standard SDLC methodologies. Analyze technology trends and identify issues, proposing recommendations based on the impact of new and emerging technology or modification to existing systems.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO

  • Have a strong background in functional or business analytical support of an extensive complex ERP system (such as Oracle EBS, PeopleSoft, or SAP), workflow analysis, business systems design, and process re-engineering.
  • Know of or can quickly learn government procurement and finance business practices.
  • Have the ability or the capacity to learn to create simple SQL queries to support research independently.
  • Are self-driven and reliable, demonstrating initiative to work under pressure to meet deadlines, with attention to detail and minimal direction.
  • Continually expand their knowledge, and use creativity and problem-solving skills to identify and troubleshoot system issues proactively.
  • Have proven interpersonal skills and customer focus, maintaining professional working relationships with team members, business partners, and agency staff; and
  • Balance a strong work ethic with a positive attitude and sense of humor!

Temporary Telecommuting Requirement
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be performed in-office and remotely on an ongoing basis after July 5, 2021. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
