Economic Alliance Program Coordinator

This Term Limited Temporary (TLT) or Special Duty Assignment (SDA) is expected to last up to two years but may be extended based on funding availability.
The Economic Alliance Program Coordinator holds a key position within the Department of Local Services to support economic recovery for businesses impacted by COVID-19 and will provide coordination and support for economic development activities within unincorporated areas of King County. This new position will work out of the Director’s office, reporting to the External Relations Manager, and will administer an unincorporated King County economic development alliance made up of community-based, business support organizations with the goal of helping businesses recover from the negative impacts of the COVID-19 pandemic and advancing economic development in the unincorporated areas. One of the primary roles of this position will be to help develop the Economic Alliance Program which we will be submitting for the Coronavirus Aid, Relief, and Economic Security (CARES) Act eligibility review.
Our ideal candidate will establish collaborative relationships with our economic development partners and will build effective public/private partnerships, trust, and credibility throughout the business and development community. We are looking for someone to serve as a liaison between unincorporated communities, particularly groups supporting businesses in the unincorporated area. The Economic Alliance Program Coordinator will work to implement both existing and new strategies that support economic development. Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:- Create and administer the unincorporated area business alliance to support economic recovery due to COVID-19 impacts;
- Work with communities to create business district plans for unincorporated King County to help with COVID-19 recovery efforts;
- Develop, manage, and implement strategies and resources that enhance neighborhood business districts through small business support, marketing, and events;
- Identify and implement strategies that will advance and actively apply the King County Equity and Social Justice Plan and priorities to enhance economic recovery for businesses within the unincorporated areas;
- Promote collaboration on approaches to economic recovery through positive and proactive relationships with representatives of area economic development agencies, chambers of commerce, and business and industry associations;
- Coordinate cross-departmental countywide efforts to address economic challenges facing unincorporated King County;
- Utilize expertise in business district revitalization techniques, budgeting, contracting, organizational capacity building, and compliance to assist communities or organizations in securing additional federal, state, and/or local funding sources to support economic recovery in unincorporated King County;
- Provide technical assistance to help build the capacity of local chambers of commerce, business groups, and nonprofit business-support groups in unincorporated King County;
- Identify resources for unincorporated area business district improvement activities (e.g. Main Street program) to support economic recovery in unincorporated King County.
- Experience in public administration, economic development, community building, non-profit, community-based organizations or outreach involved in economic development;
- Excellent people/public relations, communication, mediation, and negotiation skills;
- Ability to network with communities, civic leaders, economic development professionals, private sector partners, and a wide variety of other organizations and constituents;
- The ability to use innovative thinking and identify best practices to approach problems, resolve conflicts, and implement programs;
- Knowledge of land use planning, real estate development, zoning, and municipal infrastructure;
- Experience working with and supporting the needs of minority owned businesses and grant sources that are available;
- Proficiency in conducting presentations in different settings, including public community meetings, businesses, nonprofit organization meetings, and small groups;
- Skill conducting research to identify emerging needs, trends, and services that impact community development;
- Experience effectively managing competing priorities, accomplishing tasks, and monitoring performance metrics;
- Experience working with people from diverse backgrounds including people of color, immigrants, refugees, women, LGBTQ, people with disabilities, and veterans;
- Advanced ability with Excel, BI Insights, SmartView, Power BI or equivalent tools;
- Knowledge of LEAN process improvement practices and other process improvement principals.

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office and the Road Services and Permitting Divisions. The Director’s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and businesses. The department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.
