The Office of the Equity and Social Justice is seeking candidates to support King County government, unincorporated King County, and the cities within King County as the Economic Recovery Equity Relations Manager. In keeping with the Executive's commitment to equity and social justice, this position will work to help ensure that economic opportunity is distributed fairly, justly, and equitably for all King County residents and to all King County communities. Effective community engagement will help to ensure the principle of "Fair and Just" plays a central role in this critical economic development and economic recovery work. About the Office of Equity and Social Justice
King County Executive, Dow Constantine has highlighted achieving equity and social justice as one of his top priorities and a great generational challenge of our time.
OESJ was established in 2015 and has built on the equity and social justice work started in 2008. The office leads and supports in implementing anti-racist and pro-equity practices throughout the county. A key focus of the office is to work with county departments on the implementation 2016-2022 Equity and Social Justice Strategic Plan. The office leads and administers key initiatives related to Racism is a Public Health Crisis, the Coalition Against Hate and Bias, Language Access, Immigrant and Refugee Commission, disability equity, etc. OESJ also focuses on a variety of key community co-creation partnerships and strategies.
OESJ works with leaders and departmental staff to embed equity in all decision-making processes and organizational practices including capacity-building, accountability and continuous improvement related to equity and racial justice.
About The Position
King County seeks an Economic Recovery Equity Relations Manager to support the Deputy Chief Equity and Inclusion Officer, Economic Development and Recovery Director, Creative Economy and Recovery Director, and Department of Local Services Economic Development Manager in rebuilding an anti-racist, equitable, resilient, and sustainable regional economy. The ideal candidate will have a passion for public service and helping our local businesses and other employers recover from the simultaneous public health, economic, and social justice pandemics. The economic fallout from these crises will be long-lasting and change our region forever. It has disproportionately affected Black, Indigenous, and People of Color (BIPOC) communities, women, and workers with lower levels of educational attainment. While these are very difficult times for many people, we are seeing once-in-a-lifetime opportunities to rebuild better. King County’s economic recovery strategic plan seizes upon these opportunities while honoring King County’s True North of making our county a welcoming community where every person can thrive.
Beyond supporting the economic recovery response, this position holds various responsibilities for supporting King County government's regional economic and workforce development strategic plan, as well as creative economy recovery. This strategy entails collaboration with King County leadership, regional economic and workforce development agencies, business and industry organizations, community stakeholders, labor organizations, King County's 39 cities, and the State of Washington.
This term-limited temporary position, with an anticipated duration of 18 months and subject to possible extension, will report to the Deputy Chief Equity and Inclusion Officer.
As of October 18, 2021, most* King County employees are required to be fully vaccinated against COVID-19. If hired, you will be required to submit proof of vaccination by October 18th. - Provide various community outreach and engagement duties as identified in the Economic Recovery Executive Priority.
- Provide outreach support to the Department of Local Services Economic Development Manager.
- Serve as a point-of-contact for the Associate Development Organizations BIPOC business support project.
- Provide technical assistance to community-based organizations focused on anti-racism and pro-equity approaches to support BIPOC small businesses and those in the creative economy.
- Raise awareness of grant opportunities, assist organizations in becoming compliance ready, and write grant proposals.
- Establish a database of BIPOC-owned and/or led business and organizational contacts
- Execute survey to gather data and establish baseline of needs.
- Establish protocol to ensure that all County opportunities are distributed to prospective applicants.
- Identify language needs and processes for accessing interdepartmental and interagency language resources related to economic recovery and development.
- Develop plan for improving accessibility of economic recovery and development work.
- Support the development of apprenticeship opportunities in the regional film industry.
- Represent the County in fielding inquiries from businesses about reopening guidelines, COVID-19 safety, etc.
- Assist in tracking the County’s equity goals in workforce and economic recovery progress and assist in communicating internally and externally.
- Assist in ensuring the County’s economic recovery strategy is informed by and aligned with minority community priorities.
- Identify and vet new and existing resources for reopening local businesses, especially minority-owned businesses.

- Self-driven and reliable, demonstrating initiative to work under pressure to meet deadlines, with demonstrated ability to drive results.
- Demonstrates the ability to flex and adapt as required, quickly learn governmental finance/accounting processes, and manage multiple complex initiatives in a fast-paced environment.
- Possesses prior public sector experience, preferably in diversity, equity, and inclusion; equitable economic and/or workforce development
- Proven interpersonal skills with a customer focus, maintaining professional working relationships with a wide, broad, and diverse community of stakeholders.
