EEO Assistant Program Manager
- Summary
The Department of Metro Transit is seeking an experienced civil rights professional with a proven commitment to equity and social justice, diversity & inclusion to serve as its Assistant Equal Employment Opportunity (EEO) Program Manager. The Assistant EEO Program Manager will support Metro Transit in advancing its focus on becoming pro-equity by promoting agency-wide accountability and shared responsibility for non-discrimination through the performance of comprehensive expert-level investigations, resolution of formal and informal complaints, implementing informal resolution plans, and designing and facilitating capacity building learning programs.
This is an important position in an important time as King County is intentionally leading with racial justice in order to address institutional and systemic inequities that have historically existed and continue to. Metro's EEO Program is part of Metro's EEO/Equity and Inclusion Office whose mission is "...to engage and empower the Metro community to build and maintain a pro-equity culture which incorporates inclusion, racial equity, and the absence of all forms of harmful bias and discrimination in everything we do and everything we are."

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will:
- Conduct, oversee, and/or advise on formal investigations, including preliminary reviews, pre-investigation activities, interviewing parties, gathering evidence, writing reports, and making findings and/or recommendations.
- Facilitate the resolution of formal and informal complaints of alleged discrimination, harassment, retaliation, and inappropriate conduct in an effective and professional manner.
- Identify and implement, in partnership with employees and management, interim and remedial interventions to stop inappropriate conduct as defined by King County's policies and procedures and address the impact on individuals and teams.
- Provide technical and practical advice and guidance, including coaching, on EEO matters and associated employee concerns, and workforce equity and inclusion initiatives.
- Develop and administer a range of learning programs for investigators and others involved in resolution processes.
- Support the efforts of Metro's EEO/Equity and Inclusion Office to execute its mission, including representing the Office to internal and external stakeholders.

- Experience, Qualifications, Knowledge, Skills
- Education in a relevant field, including human resources, business administration, public administration, law, criminal justice, race/gender studies, conflict management, etc.
- Progressive experience in equal employment opportunity, workforce diversity and inclusion, equity and social justice, or related fields.
- Experience in managing and resolving high-conflict, potentially high-risk situations in a variety of workplace settings.
- Demonstrable experience in advancing compliance with local, state, and federal civil rights laws & regulations.
- Professional experience conducting personnel investigations, including gathering and preserving evidence, conducting interviews, writing clear and comprehensive investigative plans and reports, and demonstrated knowledge of just cause principles, in a complex public sector and/or organized labor setting.
- Advanced skill in effectively communicating orally and in writing; skill in effective paper and report writing.

- Utilizing proactive strategies that:
- Ensure individuals with disabilities can fully access their rights and resources;

- Utilizing alternative dispute resolution methods and creative problem solving, including mediation, facilitation, negotiation, and restorative justice principles.
- Learning curriculum development and assessment.
- Facilitating in a manner that creates opportunities for open dialogue such that multiple and diverse perspectives and styles are heard and respected.
- Building and sustaining trust-based relationships with people from different cultures and backgrounds and interacting and influencing effectively across all levels of positional authority within a large, complex, highly unionized organization.
- Engaging in courageous conversations with employees and leadership at all levels of the organization.
- Identifying and disrupting discriminatory and other oppressive or marginalizing behaviors in a manner that ceases the behavior and simultaneously increases awareness and learning.
Desirable Qualifications
- Professional certification(s) in investigations.
- Experience working on diversity, equity, and inclusion efforts and/or civil rights, human resources, or labor relations in a highly political work environment.
- Engaging with all parties impacted by a conflict using trauma-informed best practices
- Skill conducting assessment and analyzing research data.
- Experience writing for publication and presenting on the outcome of specific initiatives or processes related to creating a more inclusive, equitable, and diverse work environment.
- Any combination of experience, education and/or training that meets the above will be considered.

This position is open to the public and all King County employees.
Work Schedule and Location
The standard work week is within the 8:00 a.m. – 5:00 p.m. Monday through Friday timeframe; however, alternative work schedules will be considered.
Work may also be required during evenings, nights, early morning or weekends. This position is exempt from the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay.
This position will be located in the King Street Center Building - 201 S Jackson St, Seattle, WA 98104.
This position may be identified as eligible for telecommuting during the current COVID19 pandemic. Duration of telecommuting period is dependent upon guidance from County leadership.
