Electronic Health Records Clinical Program Manager

This position is a unique opportunity within Public Health to serve as Clinical Program Manager/Clinical Informaticist responsible for providing clinical consultation on the design, development, implementation, maintenance, and improvement, of clinical and health IT systems, including Electronic Health Records (EHRs), Telehealth, Mobile Health, and other HIT systems. The work unit is responsible for technical expertise in supporting of Public Health's Health Information Technology EHR Systems including management and support of the use of Epic Electronic Health Records System.
This role directs and provides technical assistance to the work of others; is responsible for many projects and programs within Public Health, determines schedules, scopes, budgets, level of efforts, health system informatics and has direct accountability for the strategic and complex health information technology work performed.
This position is distinguished from IT classifications as it does not oversee application coding and development. This position manages the operational components of the vendor system.

Oversight, Project Management, Planning, Design, and Implementation
- Manage the Clinical Program of the Electronic Health Records System. Duties include management and oversight of Public Health's Clinical and varied health care practice of the Epic system such as upgrades, enhancements, and change requests, new builds, and day to day operations of the system following the shared governance maintenance model.
- Develop and manage the clinical work plans and schedules. Work with Public Health management, program managers, KCIT, Project Team Leads, front line, contractor staff and project team to understand budgetary, statutory, and operating conditions for the system and incorporate into the work plans. This includes supporting and coordinating responsibilities for meeting program/project team objectives including planning, evaluation, and implementation.
- Collaborate with clinical leadership team on strategy and operations.
- Provide clinical consultation on new build, changes, break fixes or maintenance projects in the Epic Electronic Health Records System across Public Health.
- Participate in the Electronic Health Records System non-profit collaborative:
- Prepare for and present at Clinical Operations Review Committee (CORC) and Clinical Oversight Group (COG) meetings.
- Ad hoc consultation.
- Translate business needs to OCHIN developers to meet Public Health’s various program needs.
- Lead planning and work as an independent clinical expert to provide analysis, recommendations, action/support plans for Epic system that include alternative solutions to business challenges including the following areas of focus:
- Recommends modifications of clinical information systems to gain maximum efficiency, leverage the clinicians’ time, and maximize communication with affiliates and referring physicians.
- Support clinical team in efforts to measure, communicate, and support an increase in workforce satisfaction among member sites.
- Clinical Knowledge Management efforts
- Contribute to building and improving Clinical Decision Support (CDS).
- Contribute to clinical review of CDS content.
- Communicate with stakeholders about CDS.
- Plan and develop system requirements, evaluate requirements, implement, and test changes of CDS.
- Participate or provide leadership in interdisciplinary work groups in areas of expertise (may include but not limited to – Health maintenance, opioid-related projects, women’s health, cardiovascular). Recognize and apply Public Health standards and regulations.
- Advise and facilitate the development and implementation of department policies and procedures for best practice, system requirements and to comply with appropriate regulations.
- As a clinical expert, serve as in individual contributor in performing the work of the project, which includes research, analysis, planning, recommendations, and input into decision proposals/packages for management implementation plans.
- System monitoring including clinical interfaces for demographics, clinical orders and resulting (labs, immunization registry) issues and timely resolution with the EHR vendor, subcontractors and/or KCIT, including customer support.
- Plan and direct and supervise the work of professional and/or administrative staff.
- Exhibits excellent leadership, interpersonal skills and comfort navigating political environments.
- Exercise strong communication skills, especially in relaying messages between information technology staff, clinical staff, and stakeholders.
- Provide various communications to management, team members and end users regarding the Epic System including project status and means for external and internal information sharing and involvement. Identify communications needs and issues; communicate information about project and activities. Coordinate and promote special events and activities. Research, create and coordinate the development of public and staff communications products.
- Overseeing change management and communications management for the clinical aspects of the Epic System including developing communication materials, updates, logos, for internal/external audiences including executive leadership and patients, issues resolution and downtime.
- Experience, Qualifications, Knowledge, Skills
- Experience with Public Health, Federally Qualified Health Center/Safety Net clinics.
- Three years’ experience with Electronic Health Records.
- Knowledge and previous experience with clinical innovation, health care transformation.
- Demonstrated ability to apply quantitative and qualitative analysis and evaluate data for decision making.
- Demonstrated proficiency in computer application systems, including experience with Microsoft Office.
- Strong analytical skills and problem-solving skills.
- Demonstrated knowledge in effectively applying project management principals to designing, planning, implementing new systems and managing complex projects including developing electronic health records systems, assessing, and documenting requirements, and re-assessing requirements for a successful implementation.
- Demonstrated ability to manage operations and performance of a diverse and multi-disciplinary and/or represented staff; supervise and manage day to day activities of staff, and/or lead the work of assigned staff.
- Demonstrated experience collaborating, coordinating or co-facilitate the following areas: with the Unit's project managers around these areas: communication, change management, systems development.
- Demonstrated skill in written and oral communications in a clear and concise manner, including interviewing, negotiating and public speaking.
- Demonstrated ability to provide exceptional customer service by serving as an expert adviser to internal customers and ability to collaborate with internal and external partners on project/program business and clinical requirements and deliverables.
- Demonstrated management, supervision, and leadership practices that reflect good judgment, creative thinking in problem-solving, teamwork and ability to make effective and appropriate decisions which cross departmental boundaries.
- Understanding of contract principles and practices, documentation preparation, and negotiation.
- Skilled in making decisions about the types of communications methods or tools necessary for assigned work while being sensitive to the political environment.
- OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position.
- Licensed or certified clinical experience, including nursing, or licensed independent provider experience.
- Experience with Electronic Health Record EpicCare (the clinical portion of Epic).
- Experience working in Public Health clinic operations and/or programs.
- Certification in Ambulatory and/or Provider Builder in Epic.
- Quality improvement processes methodologies such as the Model for Improvement or LEAN.
- Knowledge of population health and analytics, and applications in clinical setting.

Work location: Chinook Building, 401 5th Avenue, Seattle, WA. Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Work schedule: The normal work schedule for this position is 40 hours per week, Monday through Friday. This position may require additional shifts and variable hours as directed by management including on-call and after-hours support. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
Teleworking Requirement: The work associated with this position will be performed predominantly by teleworking; complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Duration of position:
The work performed in this position is anticipated to last 6 – 12 months. However, the end date of this position may be adjusted based on funding and program need.
