Emergency Management Program Manager/Program Coordinator
- Summary
King County's Office of Emergency Management is looking for Emergency Management Program Professionals to join our team. Positions are responsible for working on projects and programs involving inter-agency, inter-jurisdictional, and multi-disciplinary coordination in King County.
Be a key player in the planning and development for present and future services. Roles involve daily interaction with senior-level management, elected officials, and multiple intergovernmental partners. Requires a self-starter who is interpersonally and politically savvy, can work on multiple projects, and is a great problem solver.
THIS RECRUIMENT IS FOR TWO POSITIONS
SCOPE OF JOB DUTIES - The successful candidates for these positions, at a minimum, will demonstrate skill and ability to:
Continuity Planner
This position will develop, implement, and administer the County’s enterprise program for interagency coordination and Continuity of Operations (COOP) planning, to include regular plan reviews, providing planning support and ongoing training, and facilitating annual exercises and assessments.- Navigate projects and initiatives that are politically sensitive, often with competing priorities from multiple different participating organizations and agencies, placing negotiation skills at a premium.
- Lead multiple project workgroups comprised of members from a variety of agencies to review and revise plans and prioritizes activities; establishes and monitors project timelines and member assignments.
- Coordinate with enterprise-wide County organizations to improve continuity capabilities; resolves conflict and determines potential relationships; gains and maintains confidence and trust of others; evaluates interpersonal characteristics and demeanor and responds appropriately based on personalities and situations; and, understands prevailing political climate and effects upon member agencies.
- Possess knowledge of continuity program development and implementation, including planning, training, and exercising.
Extreme Weather Planner
This position will develop, implement, and administer the regional program for interagency coordination and planning and preparedness efforts related to extreme weather events, including planning for shelters and warming/cooling/clean air centers, to include outreach and public education, coordination of regional plans, and catastrophic general population shelter planning and preparedness.
- Navigate projects and initiatives that are politically sensitive, often with competing priorities from multiple different participating organizations and agencies, placing negotiation skills at a premium.
- Lead multiple project workgroups comprised of members from a variety of agencies to review and revise plans and prioritizes activities; establishes and monitors project timelines and member assignments.
- Coordinate with local, County, State, and federal partners and private sector organizations to improve extreme weather and disaster sheltering capabilities; resolves conflict and determines potential relationships; gains and maintains confidence and trust of others; evaluates interpersonal characteristics and demeanor and responds appropriately based on personalities and situations; and understands prevailing political climate and effects upon member agencies.
- Possess knowledge of extreme weather center and disaster sheltering program development and implementation, including planning, training, and exercising.

General Planner/Emergency Management Generalist
This position will develop, implement, and administer a regional program for interagency coordination and planning and preparedness efforts related to prevention, protection, mitigation, response, and/or recovery, to include outreach to partners, public education, and coordination of regional plans.
ALL POSITIONS WILL ALSO:
- Participate in Emergency Operations Center (EOC) operational readiness activities, including writing plans and procedures, coordinating maintenance of equipment, and participating in training and exercises.
- Develop, plan, and participate in facilitating workshops, seminars, and similar events for partners.
- Analyze and assist with developing recommendations for process improvement, reducing waste, and promoting value-added activities during day to day operations, and during Emergency Operations Center (EOC) activations.
WE ARE LOOKING FOR CANDIDATES WHO:
Have a background and knowledge of current emergency management principles and practices; OR any combination of education and experience that clearly demonstrates the skill and ability to perform the job duties:
- Can conduct and analyze capability gap analyses and prepare reports.
- Have a track record of developing and maintaining working relationships with a variety of constituents and individuals from diverse backgrounds.
- Are flexible and can adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
- Are comfortable and proficient with the use of office productivity tools in daily work (the County uses Microsoft Office, and other online collaboration tools).

Candidates who do not qualify for Emergency Management Program Manager may be placed in the Emergency Management Program Coordinator classification. Classification determinations will be based on experience, skill, and knowledge the candidate demonstrates.
NECESSARY SPECIAL INFORMATION - Successful candidates for this position must be able to:
- Obtain and maintain a valid Washington State Driver License;
- Pass a thorough background check/investigation;
- Serve in the Emergency Operations Center (EOC) in an operational capacity or at other locations, as may be assigned during exercises, emergencies, or disasters;
- Be willing to work extended hours, nights, and weekends with minimal notice and carrying a cell phone and radio 24 hours a day, seven days a week;
- Serve as a First Responder during any emergency.
SALARY RANGES
- Program Coordinator: $42.28 - $53.59 per hour (Non-Exempt, eligible for overtime) 2023 Rates
- Program Manager: $47.60 - $60.34 per hour (Exempt, not eligible for overtime) 2023 Rates
