Emergency Preparedness Resource Planner (Project/Program Manager III)
- Summary
We are seeking a qualified candidate to serve as a Program Manager III who will prepare the health department to acquire, organize, and deploy resources needed to support an emergency response. These resources include human resources, equipment, supplies, and support services like transportation. The Resource Planner is a senior project manager who manages a complex program, supervises, directs interdisciplinary teams, builds relationships with internal and external collaborators, represents Public Health in regional and state meetings, drafts content for response plans, deals with sensitive and dynamic situations, produces high quality deliverables for Preparedness grants, and participates in a leadership role during emergency responses. The successful candidate will possess program or project management experience, have strong analytical and problem-solving skills, work well in fast-paced and dynamic environments, and have experience managing partnerships and directing work teams.
This is a career service position within the Preparedness Section. The Resource Planner reports to the Emergency Operations Manager.

- Develop and sustain an overall resource management strategy for Public Health, ensuring the rapid availability and readiness of human and non-human resources needed for public health emergency responses.
- Collaborate with response planners to document resource needs and availability as part of ESF 8 response annexes.
- Manage a logistics strategy to acquire, store, transport, deploy, demobilize and rehabilitate supplies and equipment needed for emergency responses.
- Collaborate with county departments to establish contracts, mutual aid agreements, purchase orders, and hiring strategies to access supplies, equipment and people during emergencies.
- Maintain a workforce mobilization strategy which utilizes county employees, volunteers, mutual aid, contract workers, and trusted partners to support emergency responses. Write and maintain Public Health’s workforce mobilization plan. Provide information and assistance to internal and external partners seeking to access Public Health responders.
- Manage the Public Health Reserve Corps (PHRC), a 1000+ member Medical Reserve Corps with the assistance of an Americorps who serves as PHRC coordinator. Closely collaborate with Training and Exercise manager to develop and ensure readiness of volunteers.
- Manage the department’s emergency responder health and safety response team, direct and facilitate their planning.
- Maintain awareness of available emergency response resources and advise program managers or response leads on the feasibility of response strategies and tactics.
- Collaborate with local emergency management agencies to plan for response activities which rely on participation of PHRC volunteers, typically mass care activities like severe weather shelters.
- Perform activities typical of a senior program manager: analyze data and metrics to foster program improvement, produce and ensure quality and timeliness of grant deliverables, update program methods to keep pace with evolving national best practices, build strong relationships with internal and external collaborators, produce high quality written and oral materials, facilitate or support program reviews and evaluations, maintain procedural documentation.
- Serve in a command or general staff position in Health and Medical Area Command during emergencies and disasters and/or respond to emergency incidents and disasters within an EOC or field environment.
- Serve in scheduled rotation on call as a Public Health Duty Officer (one week 24/7 shift approximately every 3 months).
- Manage all program activities in ways which are informed by the community, share decision-making, are inclusive, and mitigate health disparities.

- Experience, Qualifications, Knowledge, Skills
- Demonstrated program management skills with the ability to create and use workplans, facilitate groups, direct staff, manage multiple tasks simultaneously on tight timelines, exercise independent decision-making, and implement feedback mechanisms to monitor and improve performance.
- Demonstrated ability to build and maintain good working relationships and skillfully manage conflict with colleagues, staff, and partners.
- Demonstrated ability to work collaboratively as part of a team.
- Ability to identify and quickly implement creative solutions to emergent issues, with limited information available to support decision making.
- Ability to interpret and apply legal or programmatic guidance to activities.
- Strong writing and content generation skills translatable to writing plans, procedures, policies, toolkits, presentations, and decision support documents.
- Knowledge of equity and social justice issues and how they play out in and can be mitigated through emergency planning and response
- Experience and skill working with diverse populations and cultures
- Ability to succeed in environments with ambiguity, minimal direction, changing priorities, and time pressure
- Familiarity with mission, scope, and values of public health agencies
- Familiarity with principles of emergency management
- Demonstrated proficiency with Microsoft Office 365 products (e.g., Teams, OneNote, OneDrive, and SharePoint, Skype) to complete daily tasks

Work Location
This position is based in the Chinook Building in Downtown Seattle with a hybrid in-office/remote work arrangement. Work at a variety of sites will be required to support emergency response operations
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
