This position will perform Asset Management engineering functions, job duties include: Asset Management filed investigations and data collection; reviewing and assessing the condition of assets; manage and organize, with supervision, contractors assessing the condition of facilities; perform spatial analysis in support of data management; data analysis of large databases; data quality control using ArcGIS including geo-processing; off and field mapping, and editing. Other job duties include: technical engineering analysis for surface water management projects; assisting in management of operations and maintenance programs and engineering design review.
PRIMARY JOB DUTIES:- Perform asset management spatial data functions with ArcGIS to manage, map and analyze stormwater facilities; track, plan and QA/QC work.
- Provide construction oversight and perform inspections for various surface water maintenance projects.
- QA/QC review of CCTV inspections including verifying defects.
- Conduct field engineering assessments of stormwater and drainage facilities.
- Investigate and troubleshoot drainage problems.
- Review and interpret Technical Information Reports (TIRs), drainage plans, as-builts, plat maps, and other engineering documents.
- Write various engineering documents, including but not limited to design reports, Technical Information Reports, Stormwater Pollution Prevention Plans, and technical specifications.
- Assist with development of work plans for asset management.
- Perform other engineering duties as assigned by the supervisor.
- Experience, Qualifications, Knowledge, Skills
Competitive candidates will have:- Graduation form an accredited college or university with a Bachelor's degree in Civil Engineering, Water Resources Engineering, or related field. OR substituting two years of documented progressively responsible, related civil engineering experience for each academic year of the required education.
- Advanced knowledge and proficiency in ArcGIS geo-processing.
- Advanced knowledge of stormwater detention and water quality treatment facilities per the guidelines of King County Surface Water Design Manual (SWDM), Washington State Department of Ecology Stormwater Management Manual for Western Washington (DOE Manual), and King County Roads Standards.
- Demonstrated experience working with the public and contractors.
- Understanding of Asset Management Principles and their application of Stormwater Facilities.
- Experience investigating stormwater drainage systems.
- Demonstrated knowledge of the Phase I Municipal NPDES (National Pollutant Discharge Elimination System) Stormwater Permit.
- Demonstrated knowledge of and experience with application of project management principles for managing design or implementation of engineering projects and programs.
- Demonstrated ability to clearly and effectively communicate technical and project information, both in writing and orally to stakeholders.
- Ability to work productively in multi-disciplinary project teams, and to work effectively and cooperatively across all levels of stakeholders.
- Proficiency in reading and interpreting design plans, as-builts, plat drawings, specifications, and technical documents.
- Demonstrated punctuality and dependability in daily attendance.
- Knowledge of CMMS systems such as InfoMaster, or CityWorks.
- Professionally licensed civil engineer registered in the State of Washington.
- Basic programming skills using SQL Languages.
- Knowledge and skill using Microsoft Office applications.
- Supplemental Information
WORK ENVIRONMENT: Work is approximately half in the office and half in the field, with time spent performing field site inspections. Heavy workloads, deadline pressure and interruptions due to changing priorities are not common.
PHYSICAL REQUIREMENTS: This position requires the ability to conduct physical site inspections and evaluation, including times of inclement weather conditions. There is often a need to walk on uneven terrain, for extended periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and adverse outdoor weather conditions. Work tasks also may include in-water situations involving wading and the use of rafts or canoes.
NECESSARY SPECIAL REQUIREMENTS:- A valid Washington State Driver's License or the ability to obtain within 30 days of hire.
- Ability to travel throughout King County and Puget Sound as necessary in a timely manner.
- Ability to productively telework.
- A final offer of employment will be contingent upon successfully passing a pre-employment physical examination.
