- Summary
This position is located in the Snoqualmie/South Fork Skykomish Basin Team of the River and Floodplain Management Section within the Water and Land Resources Division and will work as part of a team of engineers, scientists and planners supporting the design and implementation of flood risk reduction projects and programs for the King County Flood Control District. The work program for this position will focus on the Snoqualmie, Tolt, Raging, and South Fork Skykomish Rivers.
This position will support the planning, analyses, and design of river and floodplain management projects and programs. These efforts will include conducting field investigations and assessments of river conditions and flood facilities; gathering engineering data and related information necessary to prepare scopes of work; developing conceptual and final designs, providing support to construction management and inspection; identifying flood damages, maintenance, or repair needs to river facilities as part of post-flood documentation; and contributing to flood warning, emergency and disaster response activities. Although these positions will be assigned to the Snoqualmie/South Fork Skykomish Basin Team, there will also be opportunities to work across the County supporting the overall King County River and Floodplain Management program.

Who is Eligible: This position is open to the public, but first consideration will be given to all current King County PROTEC Local 17A bargaining unit employees eligible for a lateral transfer (transferring within the Engineer II classification and having passed probation).
Teleworking Requirement:
The work associated with this position will be performed predominantly by teleworking, with occasional onsite work and meetings, as influenced by business needs. Employees will also have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week.- Job Duties
- Serve as an engineer on multidisciplinary project teams and assist with and conduct technical analyzes involving open channel hydraulics, floodplain and river conditions, and flood hazards and risks.
- Prepare, or assist in the preparation of, plans, specifications, estimates (costs, quantities, and schedules) or scope of work for flood hazard management project designs including the development of conceptual designs, application of hydrologic and hydraulic computer models.
- Contribute to the development, implementation or administration of project scopes of work, schedules and budgets, contract requirements and the execution of plans for the design, procurement and construction phase of assigned projects.
- Provide oversight for the construction of flood protection facility repairs and flood hazard reduction projects, including coordination of work by contractors or County forces.
- Support efforts to prepare environmental documents and secure environmental permits.
- Conduct field investigations and engineering assessments of flood facilities, such as levees and revetments, on the county's major rivers including condition assessments, field survey and spatial data collection.
- Participate in flood warning and emergency response programs and activities. Support senior engineering and technical staff in flood emergency response actions, such as conducting problem site investigations, evaluating debris jams, documenting flood damages to County flood protection facilities and developing recommendations for flood response actions.

- Bachelor of Science in civil engineering, environmental engineering, water resources, or closely related field (or equivalent combination of education and project work that provide the necessary knowledge, skills, and abilities to perform the duties described in this job announcement) and at least three years of increasingly responsible engineering experience that is applicable to the primary job duties of this position.
- Experience working successfully within interdisciplinary technical teams in a high performance, collaborative environment.
- Ability to take verbal and written direction to perform tasks independently on assigned projects, while keeping senior and supervisory staff apprised of technical issues and schedule commitments.
- Knowledge of and experience planning, designing, and implementing capital projects.
- Ability to exercise proper tact and judgment in the field and in the office, to work effectively outdoors under adverse conditions, and to successfully resolve conflicts in the conduct of work activities with coworkers and stakeholders.
- Ability to write and communicate clearly and effectively on technical issues with citizens and landowners, varied levels of staff from local jurisdictions, consultants, Tribes, businesses, and professional groups.
- Certification as an Engineer-In-Training (E.I.T), or licensed Washington State professional civil engineering (P.E.), or licensed in another state with the ability to obtain Washington State license through reciprocity.
- Advanced knowledge and understanding of hydrologic and open channel hydraulic principles and/or geomorphic processes.
- Conducting field investigations, evaluating river conditions, and assessing flood hazard problems and needs in a river-scale setting including standard terrestrial and riverine survey methods.
- Applying riverine design and construction techniques including producing, interpreting, and reviewing design drawings, specifications, technical maps and documents, and providing construction oversight.
- Developing, applying and using contemporary hydrologic and hydraulic computer modeling applications, such as HEC-RAS.
- Reviewing hydrologic and hydraulic studies and engineering reports for completeness and accuracy.
- Producing design packages using AutoCAD Civil3D and managing and presenting geospatial data using Arc-View GIS.
- Responding to flood emergency situations, post-flood disaster response actions, and knowledge and experience working in river and floodplain conditions.
- Valid Washington State driver's license or the ability to obtain one prior to starting work if selected for this position.
- The final candidate will be required to successfully pass a pre-employment physical.
Work Environment:
Work is primarily performed in a home office environment, with occasional time spent performing field work and site inspections. Participation in flood warning and emergency response programs and activities typically involve short-term work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays. Heavy workloads, deadline pressure, and interruptions due to changing priorities are not uncommon.- Supplemental Information
