Work Schedule: This position generally works a 40-hour work week, Monday through Friday. This full-time career service position is overtime eligible under the Fair Labor Standards Act (FLSA).

About the Solid Waste Division: A division within King County's Department of Natural Resources & Parks, the award-winning and innovative Solid Waste Division (SWD) has been recognized for operational excellence. The division's line of business is comprised of waste prevention, resource recovery, and waste disposal. This robust and dynamic enterprise-funded division has an annual budget exceeding $100 million. More than 400 employees create value for customers across ten active locations (eight recycling and transfer facilities). Resources are harvested on-site and refuse is transported by SWD to the Cedar Hills Regional Landfill in Maple Valley, Washington. Through a public/private partnership, landfill gas is captured and converted to clean natural gas. On average, SWD and the partnership produce enough pipeline quality fuel to heat 19,000 homes in King County.

Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. - Asset Facility Conditions Assessments
- Manage Transfer Station/Cedar Hills Rehab Projects
- Assist in Cedar Hills Houses Permit and Deconstruction
- Manage Civil/Structural Work Order
- Manage Asphalt Work Order
- Manage SWD's Capital Asset Maintenance Program (CAMP) projects and provides general engineering services to support the operations of Cedar Hills Regional Landfill and eight Recycling and Transfer stations.
- Review engineering reports and design documents prepared by consultants to work on facility design development
- Work with Operations to prioritize assets based on risk assessments, identify preventive maintenance requirements, identify assets that require intervention, recommend corrective measures to be accomplished, and changes or improvement
- Manage engineering consultants and construction contractors including developing the scope of work for consultant and construction contracts
- Assist with the implementation of the Asset Management Program
- Working in the field and traveling to and working at various Solid Waste Division (SWD) job sites or other sites associated with current SWD projects.
- Bachelor's degree in Civil engineering, mechanical engineering, environmental engineering, architecture, or a closely related field
- Demonstrated expertise of at least three years in analyzing, reviewing, and entry-level design of various technical civil, structural, mechanical, and engineering elements independently or with little oversight
- Demonstrated construction management experience related to facility projects including site inspections, invoice payment processing, change order management, contract administration, and closeouts of public work contracts
- Working knowledge using Microsoft (MS) Project to develop schedules for public works projects; intermediate knowledge of MS Excel, MS-Word, and basic working knowledge using MS PowerPoint
- Demonstrated ability to work in multi-disciplinary collaborative team settings
- Skilled in the development of project design scopes that encompass multiple project objectives, while accommodating site constraints
- Experience in negotiating, applying and obtaining various local, state, and federal permits required for the implementation of public works projects and/or environmental development
- Ability to work effectively in a rapidly evolving work environment that requires multi-tasking, planning, and organizing work daily, responding to changing priorities and tight deadlines, and grasping and responding to complex issues quickly.
- Ability to take initiative and function independently on assigned work, while keeping team members and stakeholders apprised of key issues and developments
Highly Qualified Candidates Will Also Have:
- Demonstrated expertise of at least five years in analyzing, reviewing, and entry-level design of various technical civil, structural, mechanical, and engineering elements independently or with little oversight
- Familiarity with CAD, REVIT, or BIM
- Project management experience developing and applying project management documents such as project management plans, risk registers, and communications plans
- Washington State professional civil or environmental engineering (P.E.) license, or, Registered Architect license, or, Professional Geologist or Hydrogeologist license, or, Fundamental Engineering License (FE), or license in another state with the ability to obtain a Washington State license through reciprocity or licensed in another country without reciprocity.
