Engineer II
- Summary
The Solid Waste Division of the Department of Natural Resources and Parks is looking for an experienced Engineer II who can perform engineering-related data management and analysis, construction inspection for landfills and transfer stations, technical support for environmental control operating systems and ancillary solid waste management facilities, and permit compliance reporting.
This position will provide data management for landfill gas monitoring and improvement projects and support other environmental data management systems. Other critical functions of this position include: providing engineering and contract support to well-defined improvement projects for landfill and/or transfer station operations; preparation and/or modification of the scope of work, schedule, cost estimate, bid package, request for proposals, and other procurement documents as needed for procuring consultant services, hiring construction contractors, and other goods and services for the Facility Engineering and Science Section (FESS). Design, project, and construction management duties are performed under the direction and guidance of professional registered engineers.

Work Schedule: This career service position works a 40-hour work week, Monday through Friday with some evening and weekend work as required. This position is overtime eligible under the FLSA provisions. This position is represented by Protec 17A.
Permanent Teleworking Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily teleworking and occasionally King Street Center - 201 South Jackson Street, Seattle.
Facility Engineering and Science Section Profile: FESS is the Division’s professional and technical services section that consists of approximately 30 engineers, architects, and scientists that work collaboratively with other sections of the Division to implement the Division’s work program. FESS has the responsibility to help ensure that the Division performs its functions with technical accuracy, conducts its day-to-day operations in compliance with safety and regulatory requirements and that projects develop end-products that meet or exceed established standards and requirements.
Examples of Job Duties:- Organize landfill gas, landfill leachate, and stormwater historical monitoring data, analyze, and provide summary tables, graphs, reports, and PowerPoint presentations.
- Provide engineering support for landfill and/or transfer station facilities following the existing facility inspection program for Operations and Maintenance (O&M), and prepare system performance evaluation reports.
- Coordinate inspection of landfill gas and landfill leachate pipelines for leaks and support remedial efforts in collaboration with CHRLF Operations.
- Provide general civil, mechanical, electrical, and/or environmental engineering expertise in the development of plans, specifications, estimates, or scope of work for Work Order and Job Order process and/or internal use.
- Provide contract management and administration for consultant and construction contracts.
- Plan and conduct construction, maintenance and compliance inspections of work underway at transfer stations and/or the regional landfill. Review contractor's compliance with construction procedures; check materials for proper approval, certification with contract specifications and other contractual requirements.
- Assist or participate in the negotiation of scope, schedule and cost for work orders and job orders and recommendations for approval
- Review contract plans and provisions; oversee the work of contractors on a daily basis and monitor work progress; take corrective action for non-compliance with contract requirements.
- Act as Project Manager for projects that are well defined in scope and/or routine maintenance such as the design/upgrade of a landfill gas, leachate lines, stormwater, or wastewater pumping system.
- Under the leadership of an Engineer III or IV, perform investigations of landfill and/or transfer station support facility system failures and problems; design improvements to resolve system failures and improve functionality. Assist with the development and administration of design-related systems/programs and production of construction drawings.
- Assist higher-level staff in coordinating work assignments.
- Assist with the preparation of operations and maintenance documents and manuals.
- Oversee project and discipline-appropriate testing, provide Quality Assurance/Quality Control (QA/QC) as required; analyze and evaluate results.
- Engineer in Training (EIT) registration and/or 4 years of experience in the engineering field and B.S. in Civil, Mechanical, or Environmental Engineering or related field or any other combination of education and experience that demonstrates the skills and knowledge to perform the scope of job duties of this position
- Knowledge of project management, contract administration, budgeting and scheduling techniques and principles
- Demonstrated knowledge and experience managing large datasets and performing data analysis
- Fluency in MS Word, Excel, and PowerPoint
- Ability to work in the field, in inclement weather and on uneven terrain.
- Demonstrated knowledge and experience with landfill design and construction as well as landfill gas collection and control systems.
- Work experience associated with waste disposal facilities, waste management facilities or equivalent facilities.
- Registered as a professional engineer in the state of Washington.
- Demonstrated knowledge of Building Information Management technology and integration of the technology into the design, construction, and facilities management of Solid Waste systems.
