Engineer III - Asset Management
- Summary
The Solid Waste Division (SWD) of King County’s Department of Natural Resources and Parks is inviting applications for an Engineer III in their Asset Management Unit (AMU).
This position will manage the Division’s Capital Asset Maintenance Program (CAMP) and provide engineering support to the operations of Cedar Hill’s Regional Landfill (CHRL) and eight Recycling and Transfer stations. This includes the review of engineering reports and design documents prepared by consultants to work on facility design development; working with the Operations Section to prioritize assets based on risk assessments, identifying preventative maintenance requirements and assets that require intervention, and recommending corrective measures to be accomplished, and changes or improvements needed. Responsibilities of this position also include identifying and implementing solutions for facility maintenance, environmental controls, and infrastructure problems; developing the scope of work for consultant and construction contracts; managing engineering consultants and construction contractors; providing leadership and technical and professional mentoring to team and project members.
This position reports to the Facilities Engineering and Science Section Asset Management Supervisor (FESS AMS) and resides under the Asset Management Unit, which provides the planning, programming, engineering, and scheduling of preventive maintenance of all the facilities. The Asset Management unit also oversees on-site inspections of SWD assets at all transfer stations, drop boxes, closed landfills, and CHRL to evaluate physical condition, oversee inspection results and develop the CAMP budget.

Permanent Teleworking Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily teleworking and occasionally King Street Center - 201 South Jackson Street, Seattle.
Work Schedule: This position generally works a 40-hour workweek, Monday through Friday, and is overtime eligible. This position is represented by Protec 17.
Examples of Job Duties:- Administer design and construction contracts as project lead, as well as working collaboratively with other staff to ensure compliance with engineering plans, technical specifications, King County policies, and regulatory requirements
- Provide general engineering services necessary to plan, design, construct, commission, and maintain various landfill and Solid Waste facility engineering elements, including structural, mechanical, and electrical systems, traffic and customer services, and environmental control systems
- Determine consistency of engineering plans and products with all appropriate industry standards, as well as local, state, and federal laws and regulations, including Solid Waste Division policies and procedures
- Present and discuss technical information with managers and staff, project managers, project teams, and landowners, regulatory agencies, public stakeholders, elected officials, and other jurisdictions and agencies
- Assist with inventory of assets, including condition assessments
- Assist with asset specification data to be maintained in Maximo
- Assist with condition assessments, end of life (EOL) assessments, failure mode determinations, and consequence analysis
- Prepare lifecycle cost analyses for assets and compare competing options
- Review CIP plans and specs and provide recommendations related to assets
- Participate in developing and reviewing as-builts and BIM models
- Assist with acquisition of warranties and owner’s manuals for assets
- Bachelor's degree in civil engineering, mechanical engineering, environmental engineering, architecture, or closely related field.
- Demonstrated expertise, preferably at least five years, in analyzing, designing, or reviewing various technical structural, mechanical, and engineering elements independently and in leadership roles.
- Demonstrated high-level construction management experience related to facility projects, including site inspections, payment processing, change order management, technical oversight, project management, contract administration, and closeouts.
- Intermediate working knowledge using Microsoft (MS) Project to develop schedules for public works projects; MS Excel, MS-Word, MS Access, MS-Project, and basic working knowledge using MS PowerPoint.
- Demonstrated ability to work in multi-disciplinary collaborative team settings and to actively engage in the development of project designs that encompass multiple project objectives, while accommodating site constraints.
- Documented experience in negotiating, applying and obtaining various local, state, and federal permits required for the implementation of public works projects.
- Direct or related experience in siting industrial facilities and solid waste handling facilities.
- Experience in public works contracting.
- Vertical construction design or design review experience
- Washington State professional civil or environmental engineering (P.E.) license, Registered Architect license, Professional Geologist or Hydrogeologist license, or license in another state with the ability to obtain Washington State license through reciprocity.
- Project management experience developing and applying project management documents such as project management plans, risk registers, communications plans, etc. per the guidelines of the King County Procurement Policies and Procedures.
- Familiarity with CAD or BIM experience
