JOB SUMMARY:
This position will manage several programs in the Engineering Support and Response Services Unit. Managing these programs includes a combination of delegating program work to appropriate staff and working directly with members of the public. This position will also coordinate with county staff outside of Stormwater Services Section as well as staff from external agencies.
The position is customer service oriented, dedicated to providing assistance to ratepayers for drainage and Surface Water Management fee related issues. This position will have a lot of direct contact with the public and other county staff. This position will write reports and/or letters for each of the programs they support. The majority of the programs to manage are listed in the Job Duties Section and some typical tasks are also described in that section.
- Job Duties
This position will manage the following programs:
- Surface Water Management (SWM) Fee Inquiry Program. Direct staff in the collection of impervious surface area measurements used to determine the SWM fee for individual parcels and transmit the data to the Business and Finance Section.
- SWM Fee Review Program. Direct staff to determine if individual parcels qualify for a SWM fee adjustment in accordance with King County Code (K.C.C.) 9.08.080. Represent the county in disputes related to a parcel's SWM fee.
- Dam Safety Program. Inspect King County maintained jurisdictional dams. Direct staff in the creation and updating of Emergency Action Plans for each dam. Coordinate with the Asset Management Unit to have required maintenance work performed.
- Engineering Studies Program. Direct staff in the investigation and preparation of drainage studies for complex drainage problems.
- Neighborhood Drainage Assistance Program. Direct staff in the design, construction, inspection of small drainage projects funded by the program.
- Drainage Enforcement Program. Determine if violations of K.C.C. 9.04.130 have occurred. Direct staff in enforcing K.C.C. 9.04.130. Represent King County in appeals of corrective action notifications.
This position will also:
- Manage staff performing projects that will construct Flow Control Best Management Practices (LID) on previously developed lots.
- Inspection of county owned land for pollution generating activities.
- Participate in the Stormwater Services Section and Water and Land Resources Division Emergency Response Programs.
- Respond to public disclosure requests for the Stormwater Services Section.
- Determine program needs and provide input for budget preparation for each program listed above.
- Participate in the hiring of new staff.
- Be the lead for identifying and implementing continuous improvement concepts in the programs listed above.
- Other duties as the need arises.
- Experience, Qualifications, Knowledge, Skills
- Bachelor of Science degree in civil engineering or closely related field. Applicable engineering work history may be substituted for education on a two years of work experience for one year of education scale.
- Registration as a Professional Civil Engineer in the State of Washington or ability to obtain through reciprocity.
- Ability to accurately read and interpret drainage plans and plat documents.
- Knowledge and understanding of how flow control facilities, flow control best management practices (LID), and water quality facilities operate.
- Knowledge of and ability to apply King County Code 9.08, or similar code, as it pertains to calculating the Surface Water Management fee for a parcel and the adjustments available to a property owner.
- Knowledge of and ability to apply King County Code 9.04, or similar code, as it pertains to Hazards.
- Knowledge and understanding of hydrologic and hydraulic analysis.
- Effective topographic survey skills from education or work experience.
- One year providing customer service to the general public or equivalent customer service experience.
- Ability to effectively communicate with the public on difficult, sensitive, and/or technical issues, both verbally and in writing.
- Knowledge and effective use of Microsoft Word and Microsoft Excel.
- Excellent writing skills.
- Excellent verbal communication skills.
- Experience making public presentations and/or public speaking.
- Supplemental Information
DESIRABLE QUALIFICATIONS:
• Working knowledge of ArcMap and AutoCad or equivalent software.
• Modeling experience using the Western Washington Hydrologic Model (WWHM2012) and
HEC-RAS or equivalent models.
• Advanced knowledge of the hydrologic cycle as it pertains to surface water runoff.
• Education or work experience related to soil properties.
• Experience with beaver management.
• Experience in negotiation, facilitation, and/or creative problem solving.
• Experience obtaining permits from the King County Permitting Division, Washington State Department of Fish and Wildlife, and/or the United States Army Corps of Engineers.
• Knowledge and effective use of Cityworks, Microsoft PowerPoint, and Microsoft Sharepoint.
• Fluent in second language.
WORK ENVIRONMENT: Work is split with about 90% of the time spent in an office environment and about 10% of the time performing field work. Field work may occur during foul weather or challenging environments. Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon.
PHYSICAL REQUIREMENTS: This position requires the ability to work long hours outside conducting physical site inspections and evaluations, including in times of inclement weather conditions. There is often a need to walk on uneven terrain for extended periods of time. Must be able to carry 50 pounds of equipment unaided over rough terrain. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and adverse outdoor weather conditions. Work tasks also may include in-water situations involving wading and the use of rafts or canoes.
NECESSARY SPECIAL REQUIREMENTS:- A valid Washington State Driver's License or the ability to travel throughout the County in a timely manner.
- A final offer of employment will be contingent upon successfully passing a pre-employment physical examination.
Work Schedule: This career service, full time position works a 40 hour work week, Monday through Friday. This position is overtime eligible.
