JOB DESCRIPTION: The Water and Land Resources Division of the King County Department of Natural Resources and Parks is hiring two (2) new team members in the Engineer III classification. These Engineer III positions are full-time, career service positions in the Capital Strike Team and High Priority Capital Team in the River and Floodplain Management Section. Both teams are composed of river engineers, scientists and planners supporting the design and implementation of capital projects in support of the King County Flood Control District. These positions will lead river and hydraulic engineering design and technical analyses for river and floodplain management projects and programs. Job duties will include overseeing field investigations and assessments of river conditions and flood facilities; gathering engineering data and related information necessary to scope technical studies; leading development of project designs, leading project implementation including contract management, construction management and inspection, developing maintenance assessments and remedial designs for flood damage repair projects and river capital projects; staffing flood warning, emergency and disaster response activities; and evaluating flood damages to river facilities as part of post-flood documentation. One position will be assigned to the Capital Strike Team, and one to the High Priority Capital Team, however there will be opportunities to work across the County supporting the overall River and Floodplain Management program. The Capital Strike Team is dedicated to upholding the goals and vision in the King County Equity and Social Justice Strategic Plan in our work, workplace, and in community outreach and education.

WORK LOCATION: These positions will work remotely. There will be an expectation to travel to various worksites throughout King County as needed for your work. A laptop will be supplied by King County.
WORK SCHEDULE: These full-time positions work a 40-hour workweek. They are hourly positions governed by the overtime provisions of the federal Fair Labor Standards Act and/or the Washington State Minimum Wage Act. They are eligible for overtime pay or compensatory time accrual with prior approval.- Job Duties
- Lead multi-disciplinary project teams and serve as the lead engineer of river engineering and technical analyses involving open channel hydraulics, floodplain and river conditions, flood and hazards and project designs.
- Manage and lead the design and construction of capital projects aimed at reducing risks from river and floodplain hazards and improving environmental conditions. Projects will be multi-disciplinary and will range from relatively straightforward facility repairs to large, multi-objective reconstructions in environmentally sensitive areas requiring sustainable approaches that promote natural river processes.
- Lead and oversee the preparation of project designs, engineering plans and specifications, detailed project schedules, cost estimates, construction bid document preparation, constructability review, and construction management and inspection.
- Organize and maintain project information and perform file management for record keeping and auditing.
- Develop and manage consultant contracts and work orders for technical studies, engineering analyses, alternatives development and analysis, design, permitting, and construction oversight.
- Collaborate with a multi-disciplinary basin team of planners, ecologists, and geomorphologists to effectively and efficiently accomplish project and work program goals.
- Lead preparation of environmental documents, secure environmental permits, and perform field investigations for assigned projects to determine the need for permits and/or the extent of the environmental review.
- Conduct flood warning activities and recommend and direct flood emergency response actions including problem site and debris jam investigations, evaluation of flood damages, and emergency repairs.
- Conduct field investigations and engineering assessments of flood facilities, such as levees and revetments, on the county's major rivers including condition assessments, field survey and spatial data collection.
- Prepare and present information in a variety of settings and styles and to diverse audiences. Effectively synthesize complex information in written reports, technical memos and briefings for a variety of technical and non-technical audiences.
- Provide professional engineer stamp and signature on technical reports, specifications, and design documents in accordance with the requirements of the Washington State Department of Licensing.
- Experience, Qualifications, Knowledge, Skills
- Bachelor of Science in civil engineering, environmental engineering, water resources, or closely related field or an equivalent combination of education and experience providing the necessary knowledge, skills, and abilities to perform all the described duties.
- Licensed Washington State professional civil engineering (P.E.) or licensed in another state with the ability to obtain Washington State license through reciprocity.
- Minimum of three years of increasingly responsible assignments for engineering or project management overseeing all phases of multi-disciplinary projects relevant to job duties described above, including design, preparing and tracking scopes, schedules and budgets.
- Demonstrated experience in the following areas:
- Implementing flood risk reduction projects including planning, design, and construction management.
- Working successfully as a technical lead in multi-disciplinary technical teams in a high-performance, collaborative environment on highly visible projects.
- Assessing and developing recommendations addressing river and floodplain hazards through the application of open-channel hydraulics, sediment transport, and modeling skills.
- Conducting field investigations and evaluating physical river conditions and hazards.
- Ability to deal tactfully and courteously with diverse groups, governmental officials, the public, community groups, and colleagues.
- Ability to clearly and concisely communicate technical information both in writing and orally to a wide variety of audiences, including engineers, scientists, planners, and community members.
- Experience reviewing technical studies and engineering reports for completeness, accuracy, and conformance with codes and procedures.
- Experience authoring, managing and providing quality assurance of consultant contracts, project tasks and deliverables.
- Overseeing, developing or using hydrologic and hydraulic modeling applications such as HEC-RAS, RiverFLow2D, and SRH-2D.
- Demonstrated skill using computer aided design and analysis tools such as AutoCAD, ArcGIS.
- Experience using standard survey methods and field equipment such as total station, GPS receivers (e.g., Trimble), range finder, pressure transducers and stream gages.

DESIRABLE KNOWLEDGE, SKILLS & ABILITIES:
- Advanced knowledge and understanding of hydrologic and open channel hydraulic principles and geomorphic processes.
- Experience in responding to flood emergency situations, post-flood disaster response actions, and knowledge and experience working in river and floodplain conditions.
WORK ENVIRONMENT: Work is primarily performed remotely, with occasional time spent performing field site inspections. Participation in flood warning and emergency response programs and activities is mandatory and typically involves work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays. Heavy workloads, deadline pressure, and interruptions due to changing priorities are not uncommon.
PHYSICAL REQUIREMENTS: These positions require the ability to conduct physical site inspections and evaluations during times of inclement weather. There is often a need to walk on uneven terrain for extended periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and dynamic conditions in the outdoors.
NECESSARY SPECIAL REQUIREMENTS:- A valid Washington State Driver's License and the ability to travel throughout King County in a timely manner.
