King County Road Services Division, Engineering Section is currently recruiting for a full-time Temporary Limited Term position at the Engineer III level to lead a multi-disciplinary team overseeing consultant design and construction contracts for roadway, drainage, and bridge projects. This position is responsible for ensuring that engineering designs comply with the King County Road Standards, guidelines and requirements, and the latest editions, amendments, and revisions of the standard federal, state, and local agency design manuals. Job Duties
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions throughout unincorporated King County.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employees conduct their work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations . King County remains committed to reducing our carbon footprint.

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all citizen of unincorporated King County.
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County in an efficient and environmentally responsible manner to protect the public's investment and facilitate safe travel. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.

Job Duties
- Lead a multi-discipline team from concept development through design, construction and close-out of bridge, drainage, and roadway projects, directing team communication, goals, and efforts.
- Serve as liaison between consultants, design engineers, environmental staff, real property agents, construction inspectors, maintenance supervisors, and crew chiefs on assigned projects.
- Prepare and update project schedules, budgets, and work plans throughout life of projects.
- Develop drainage, roadway, and bridge plans, specifications and cost estimates.
- Evaluate proposed or required changes to projects; determine the effects on scope, schedule, and budget; develop alternatives; formulate clear recommendations for management.
- Analyze alternative designs and make cost effective recommendations.
- Provide quality control and implement quality assurance for design plans, specifications, and engineering documents.
- Prepare and/or manage the preparation of technical memos/reports to discuss and address the findings and recommendations.
- Manage the preparation of project deliverables, review and evaluate engineering plans, specifications, cost estimates, right of way plans and legal descriptions.
- Review environmental documents prepared by county staff and/or consultants and evaluate environmental options.
- Coordinate with utility companies and assist in preparation of utility agreements.
- Prepare Requests for Qualifications/Request for Proposals and scopes of work for design consultant contracts.
- Negotiate and administer consultant contracts.
- Other duties as assigned.
- Bachelor's degree in civil engineering (BSCE) or closely related field and minimum six (6) years of experience or the equivalent combination of education and experience that demonstrates one's knowledge of engineering principles equivalent in the civil engineering including drainage, roadway, and structural design.
- Minimum of four (4) years of professional civil engineering work experience that demonstrates one's knowledge of engineering principles in managing and coordinating the preparation and review of plans and contract preparation for road, bridge, and drainage projects.
- Ability to effectively lead a team that contributes to a work environment that embraces and encourages diversity in its workforce and where differences are valued.
- Ability to demonstrate behaviors that include fairness, respect, and inclusiveness.
- Knowledge of technical disciplines such as survey, geotechnical, construction, materials, environmental, hydraulics, traffic, and drainage are required for implementation of bridge, drainage, and roadway projects.
- Knowledge of environmental law and permitting requirements for public works projects
- Demonstrated recent experience in successfully managing projects, including preparing and monitoring scopes, budgets and schedules.
- Experience in consultant contract preparation, negotiation and administration
- Experience in developing bridge, drainage, and roadway design plans, specifications and cost estimates.
- Ability to prioritize a high volume of diverse projects and multiple competing tasks with a strong attention to detail.
- Skill in Microsoft Office (Access, Excel, Outlook, PowerPoint, Project, and Word) applications in daily work
- Skill in problem solving and effectively manage conflict.
- Ability to handle political sensitive issues with grace.
- Proficient oral and written communication skills
- Ability to prepare written reports or technical memos based on the findings from project conceptual studies.
- Ability to coordinate and facilitate productive meetings among employees, citizens, agencies, and other interest groups.
- Ability to work independently and coordinate with staff/project team.
- A Valid Washington State Driver's License
- A Valid Washington Professional Engineer (PE) License or the ability to transfer license to Washington State within 90 days of hire
- Skill in using AutoCAD, Civil3D, GPS and GIS programs
- The typical work schedule for this position is 8:00 am - 4:30 pm, Monday - Friday. This position is overtime eligible.
