Environmental Programs Managing Supervisor - Special Duty

This Special Duty Assignment (SDA) is an exciting opportunity for a person with skills and interest in supervising a unit composed of three unique and linked teams that provide countywide services for the technical, ecological and maintenance programs of the River and Floodplain Management Section (RFMS). This position will oversee a team of 17 interdisciplinary staff and lead the technical, scientific, and business operations of Technical, Ecological and Maintenance Unit’s work programs. In addition, this position will coordinate work with other units in RFMS, other sections in Water and Land Resources Division (WLRD), other county departments and divisions, tribes, and external stakeholders to convey complex information, provide technical and policy interpretations, develop recommendations, and offer program guidance. This position will be supervised by the RFMS Section Manager and work closely with the section’s other unit managers and team supervisors to implement the programmatic and capital work programs of the RFMS in close collaboration with the King County Flood Control District. Inherent to the job duties is the development and implementation of policies and procedures to carry out the environmental and flood risk reduction missions of King County and the King County Flood Control District.

Who is Eligible: This is an internal posting. This position is open to all current career service employees in the Department of Natural Resources and Parks.
Duration: The duration will cover two successive special duty assignments, each lasting 6.5 months. The final month for the first assignment and the first month for the second assignment will overlap and be a transition period from the first special duty assignment to the second special duty assignment.
Telecommuting Requirement:
The work associated with this position will be performed by teleworking with some onsite work and meetings. The frequency of onsite work will be informed by business needs. Employees will have access to shared workspaces as needed at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This full-time position is exempt from the provisions of the Fair Labor Standards Act, and it is not overtime eligible. This position is based on a five-day, 40-hour workweek. While flexible, the typical work schedule is generally 8:30 a.m. to 5:30 p.m.- Job Duties
- Supervise three work program areas comprised of technical, scientific, and operations staff, including hiring, performance management, career development and coaching.
- Work with the RFMS management and the WLRD director’s office to plan, direct and implement the programs in support of the environmental missions and integrated floodplain management goals of King County and the King County Flood Control District.
- Provide technical assistance and program guidance to RFMS staff, RFMS supervisors, WLRD, and other county departments.
- Provide technical expertise to guide RFMS staff work tasks, including developing new scientific information or methodologies.
- Represent King County on technical and scientific issues with other agencies, including regulatory agencies, tribes, and environmental organizations.
- Represent RFMS programs and effectively collaborate on King County initiatives such as the Clean Water Healthy Habitat Strategy, the Strategic Climate Action Plan, and WLRD’s Capital Integration.
- Provide support and guidance to staff for Green Where We Work implementation.
- Ensure the technical, ecological, and maintenance work programs are integrated with the RFMS Capital and Policy Units and are also coordinated with other WLRD sections and DNRP divisions.
- Develop budget proposals, approve expenditures, and acquire and manage staff resources to align for work program needs.

Work Environment:
The work associated with this position will be performed by teleworking with some onsite work and meetings. The frequency of onsite work will be informed by business needs. Occasional time will be spent performing field site inspections. Participation in flood warning and emergency response programs and activities is mandatory and typically involves work more than 12 hours per day and during all hours of the day that may include evenings, weekends, and holidays. Heavy workloads, deadline pressure, and interruptions due to changing priorities are not uncommon and may also include evenings, weekends, and holidays.
