- Summary
The Department of Human Resources (DHR) seeks two experienced, results-oriented, self-starters to serve as Equal Employment Opportunity (EEO) Investigators (Project/Program Manager IV).
The EEO Investigators are part of the Workforce Equity Team and report to the Investigations Manager. They will help promote compliance with King County policies and accountability for diversity, equity, inclusion, and belonging by processing complaints and performing workplace investigations into allegations of discrimination, harassment, inappropriate conduct, retaliation, and other workplace issues. This work will be completed in a thorough, efficient, and professional manner in partnership with human resource professionals; Equity, Inclusion, and Belonging Managers; managers; and supervisors.

Other Position Information
These positions are exempt from the provisions of the Fair Labor Standards Act and are not eligible for overtime. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. These positions are not represented by a union and are classified as Project/Program Managers IV; class code: 2441400.
- Job Duties
- Conduct investigations into complaints of alleged discrimination, harassment, inappropriate conduct, retaliation, and other workplace issues, in an efficient, thorough, and professional manner.
- Analyze and synthesize relevant documents and data to make factual findings that address all relevant policy issues. Determine whether policy violations occurred through witness interviews, data collection, and evidence preservation.
- Provide timely communication to all relevant parties throughout investigation processes.
- Conduct research with various online databases and analyze fact patterns.
- Research EEO laws such as Title VII, Americans with Disabilities Act, and other EEO statues and case law.
- Engage with employees; union representatives; human resource professionals; ; Equity, Inclusion, and Belonging Managers; managers; supervisors; and the Prosecuting Attorney’s Office during the investigation process.
- Issue decisions on complaints and/or appeals as required; ensure effective and efficient management of complaints; utilize County resources, including DHR’s Career and Culture Division to improve workplace culture and address harm.
- Develop thorough and professional investigation reports and maintain records.
- Provide debriefs and report outs with department, complainant, and respondent/subject as requested or required.
- Provide technical and practical advice and guidance to managers, supervisors, and staff on EEO matters and employee concerns.
- Report periodically on progress of investigations to the Investigations Manager.
- Perform other duties as assigned.
- Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
- Three years conducting workplace investigations and EEO complaints; or the ability to demonstrate proficiency and expertise in objective fact gathering; high level of organization and prioritization; information synthesis and analysis; exceptional interpersonal, written, and oral communication; and ability to meet deadlines.
- Knowledge of local, state, and federal employment laws and regulations related to compliance with nondiscrimination laws, including but not limited to: Title VII, Equal Employment Opportunity, and the Americans with Disabilities Act.
- Ability to work effectively both independently and as a member of a team.
- Exceptional interpersonal and communication skills, including the ability to be impartial and establish rapport with people from diverse cultures and socio-economic backgrounds.
- Excellent critical thinking skills and the ability to analyze information, evaluate results, and facilitate resolution of difficult challenges.
- Ability to manage issues of complex and extreme sensitivity with a high level of professionalism and confidentiality.
- Knowledge of unionized workforces and collective bargaining agreements.
- Strong organizational and project management skills with an ability to meet deadlines and work under the pressure of multiple competing priorities.
- Demonstrated ability to prepare written reports and provide reliable testimony to explain the investigative process, findings, and conclusions.
- Strong analytical skills, including quantitative and qualitative analysis. Ability to translate research into strategy and improvement opportunities.
- A bachelor's degree, preferably in Human Resources, Business Administration, Public Administration, Law, or related field.
- Certification in Workplace Investigations.
- Experience working in a unionized and political work environment.
- Experience conducting discrimination, harassment, retaliation, and other investigations in a highly unionized work environment.

The work associated with this position will be performed predominantly through telework, complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including wearing masks in some situations.
