Equity and Social Justice Program Manager III
- Summary
The Director’s Office in the Solid Waste Division (SWD) is seeking applications for two term-limited temporary (TLT) Equity and Social Justice Project/Program Manager III positions to serve on the Solid Waste Equity and Social Justice (ESJ) team. In this new position, you will have the opportunity to lead the division further toward realizing its ESJ vision which states; “The Solid Waste Division respects and provides equitable services and opportunities for all.” These TLT positions are currently expected to last one year with the possibility of extension. These positions are available for eligible King County employees as special duty assignments.
SWD is progressing in Equity & Social Justice (ESJ) maturity. These newly created positions, which report to the Division’s Equity, Inclusion and Belonging Manager, will be responsible for developing and implementing a systematic approach to ESJ in our Capital Improvement Project (CIP) program and sequenced critical actions to implement our ESJ Strategic Plan and ensure alignment between Division and Department and County-wide goals and efforts.
The persons in these positions will work to accelerate and improve the quality of SWD’s efforts in becoming both a more equitable, racially diverse, and inclusive work environment and help our division deliver services consistent with King County’s values. The persons in these positions will work independently with limited general day-to-day oversight as well as work closely with senior project managers to plan, design, and implement projects and lead ESJ strategy and support to SWD’s Capital Improvement Projects (CIP) program. Projects may include landfill area development and closure; recycling and transfer stations, and operational enhancements. This is an opportunity to work closely with the SWD’s Equity, Inclusion, and Belonging Manager, SWD’s Project Management Office, and other Division staff, management, the Department of Natural Resources and Parks (DNRP), and the County’s centralized Office of Equity & Social Justice (OESJ) to influence the decisions and work done within the division as well as, build authentic and accountable relationships with frontline communities (Download PDF reader) disproportionately impacted by climate change.
Reporting and Organizational Alignment: This position will reside in the Solid Waste Division Director’s Office and report to the Division’s Equity, Inclusion, and Belonging Manager. This position will collaborate with the County’s OESJ, which is a centralized group working on County-wide ESJ visioning, goal setting, and program development.

Permanent Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Solid Waste Division Profile: A division within King County's Department of Natural Resources & Parks, the award-winning and innovative Solid Waste Division (SWD) has been recognized for operational excellence. The division's line of business is comprised of waste prevention, resource recovery, and waste disposal. This robust and dynamic enterprise-funded division has an annual budget exceeding $160 million. More than 400 employees create value for customers across ten active locations (eight recycling and transfer facilities). Resources are harvested onsite and refuse is transported by SWD to the Cedar Hills Regional Landfill in Maple Valley, Washington. Through a public/private partnership, landfill gas is captured and converted to clean natural gas. Each year, SWD and the partnership proudly produced enough pipeline quality fuel to heat 19,000 homes in King County. Northeast Recycling and Transfer Station (NERTS) project and the South King County Recycling and Transfer Station (SCRTS) project.
Examples of Job Duties:- Provide Equity Social Justice (ESJ) leadership, strategy, and support for the division’s Capital Improvement Projects (CIP) program and lead the pro-equity system vision.
- Coordinate and collaborate with SWD communications team on a CIP community engagement plan and King County’s Green Building Team to complete the King County Sustainable Infrastructure Scorecard – ESJ Credits.
- Build and strengthen trust and relationships with SWD employees and frontline communities in King County.
- Manage relationships with community-based organizations (CBOs), ESJ consultants, multicultural media organizations, and other partners and professionals to ensure we are meeting the outcomes outlined in the King County ESJ Strategic Plan and the DNRP ESJ Policy.
- Facilitate and/or provide expertise for ESJ Charettes (Workshops) for CIPs.
- Draft, provide review and updates to the ESJ Management Plans and Equity Impact Reviews.
- Facilitate and assist the assigned CIP team, PMO Section, and the division in developing and implementing strategies that increase the accessibility for small MBE, WBE and community-based organizations serving frontline communities.
- Provide consultation, training, and facilitate the development of the Project Management Office section and other SWD staff in understanding how racism and other oppressions are unconsciously internalized by individuals and the institution.
- Provide support to the EIB Manager in division-wide Equity and Social Justice (ESJ) work.
- A passion for equity, social and racial justice, and experience in implementing equity projects, policy development, and analysis.
- Has lived experience working in a professional or personal capacity towards racial justice, anti-racism, or social justice issues impacting BIPOC individuals and communities.
- Demonstrated ability to form and hold authentic and accountable relationships with members of frontline communities in King County disproportionately impacted by climate change.
- Manages risk to disrupt oppression and racism, including talking explicitly about race in racially mixed groups in ways that normalize the behavior and draw others in.
- Understands how to utilize an equity approach (Equity Impact Review or other resources) on projects, programs, and/or capital projects and can teach others.
- Utilizes project management tools to manage multiple projects, along with excellent organizational skills and strategies to move work forward.
- Some familiarity or experience participating on a project team for public works capital projects or project management of public works capital projects.
