- Summary
The purpose of Community Health Services (CHS) Division is to strengthen King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. King County government declared that racism is a Public Health crisis. And we are committed to addressing historical patterns of racism in health care and inequities in services by listening to and responding to the needs of the Black Community. This position will be in alignment with the County’s policy of being anti-racist and accountable to the Black, Brown, Indigenous and People of Color.

- Lead, design and execute a coordinated, robust approach for engagement with the Black community regarding how Public Health improve relationships in the Black community
- Facilitate information sharing, feedback, and discussion between Public Health and the Black community.
- Create a systems/process for implement changes directed by the Black community where possible.
- This position will be a member of the CHS Equity team and they will work together to develop workplan for 2021-2022 and then fully implement the plan in the Black community.
- Collaborate with other Public Health divisions to identify gap service areas where the Black community is living.
- Partner with other divisions outside of Public to bring services requested by the Black community to the community.
- Create Black community meetings that are collaborative spaces for input and dialogue throughout various areas of King County.
- Facilitate the development of a Public Health webpage (led by CHS, with other divisions) that speaks to the Black community about racism, community health and accountability.
- Help the Black Community develop information and resource centers when/where appropriate.
- Develop and track indicators to in the Black community that show how Public Health is being held accountable for our deliverables.
- Manage a budget for this work that includes other staffing, contracts, outreach, overhead and other costs; includes staffing cost, outreach cost and other expenses.
- Managing contracts with Black owned business and agencies to help with rebuilding of the relationship between PH & the Black community.
- Direct the work of other staff, Equity team members, who are doing work in the Black community.
- Experience, Qualifications, Knowledge, Skills
- Demonstrated commitment to racial and social justice and the opportunity to promote healing and resilience in clients and communities who are underserved, marginalized and/or traumatized.
- Able to see all Public Health Seattle-King County work through a racial health equity lens; awareness and understanding of historical and systematic impact health structures have had on communities of color and the fractured trust this has caused.
- Knowledge of the health issues that intersect with the Black community.
- Collaborative leader who can assess situations quickly, actively find opportunities for common ground, and can generate cooperation between individuals and agencies.
- Demonstrated program development skills, including the ability to set, monitor, and achieve strategic and operational objectives; analyze root causes; create and use workplans; prioritize and manage multiple tasks simultaneously on tight timelines; delegate work to team members; implement of feedback mechanisms to monitor performance.
- Demonstrated ability to incorporate principles of equity and social justice into program development and implementation.
- Strong written and verbal communication skills, including the demonstrated ability to communicate effectively with the Black community.
- Ability to work effectively communicate and collaborate with Public Health leadership, Senior Leadership and Department Managers.

Temporary Telecommuting Requirement
Some of the work associated with this position will be performed remotely, at least through July 5, 2021, in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
