- Summary
The Emergency Medical Services (EMS) Division of Public Health-Seattle & King County is seeking an Equity, Inclusion & Belonging Manager (EIB) II to serve on its Leadership Team to develop and implement a systematic and coordinated approach to building Equity, Inclusion & Belonging strategies within the division. King County government declared that racism is a public health crisis, and this position is in alignment with the County’s policy of being anti-racist and seeking to transform programming and service delivery that has historically harmed, neglected, or excluded Black, Indigenous and People of Color (BIPOC).
This position reports to the EMS Division Director but works in conjunction with the EMS/Equity and Social Justice (ESJ) Core Team, other Public Health EIB Managers, and Public Health’s Office of Equity and Community Partnerships to co-create a thoughtfully designed and accountability-driven approach to addressing inequities in EMS. These partnerships are intended to create alignment between the EMS Division, the Public Health Department and County-wide goals and efforts.
This EIB leader’s work will accelerate and improve the quality of EMS Division’s ESJ efforts both in creating a more equitable, racially diverse, inclusive work environment, and ensuring services delivered meet communities’ needs. This position is responsible for planning, coordinating, and leading ESJ work with EMS Division employees and division/department leadership. This position will also actively work to build the capacity of leaders and supervisors to create conditions for a healthy and thriving workplace free of discrimination. This position will also collaborate, where appropriate, with the King County Fire Chiefs Association Diversity, Equity and Inclusion Subcommittee and other fire department efforts to improve equity and inclusion in the workforce and in the field.

Leadership
- Lead division-wide Equity and Social Justice (ESJ) and Racism is a Public Health Crisis work in collaboration with the EMS/ESJ Core Team and EMS Division Leadership. Engage regularly with the Department’s EIB Manager and the PH Office of Equity and Community Partnerships (OECP) in this effort and represent the EMS Division at ESJ-related PHSKC Department meetings. Collaborate with the King County Fire Chiefs’ DEI Subcommittee to further regional equity and inclusion goals.
- Serve as a member of the EMS Division’s leadership team, contributing to the development of policies and strategies that will equitably advance the mission of the division. This requires thinking with an county-wide perspective and the ability to contribute to the division’s pursuit of its strategic Anti-Racism and Equity Agenda (Download PDF reader) goal areas.
- Support and lead in evaluating, monitoring, and analyzing current hiring practices and trends; advise staff, leadership, and management on best practices, trends, and challenges to ensure that racial equity is embedded in recruitment, hiring, retention, performance management and evolution that supports an inclusive work environment.
- Lead, facilitate, engage, and advance EMS’s Equity and Social Justice Divisional Plan to ensure staff and community perspectives are integrated.
- Provide strategic advising and analysis on race, power, privilege, and other forms of oppression, to mitigate inequitable impacts of policies, procedures, and programs that disproportionately impact staff and communities of color.
- Through coaching, trainings, technical assistance, and facilitation, ensure that anti-racist practitioners and ESJ Core Team apply a racial equity framework to strategic planning, program management and development, budget decisions, service delivery, and policy implementation.
- Center people’s lived experience and reflect a deep understanding of race, social justice and equity in your interactions and work.
- Support ongoing division-wide learning via racial caucusing and training, focused on equity in interpersonal interactions and principles of institutional and structural racism and the disparities and barriers created.
- Participate as a member of the EMS/ESJ Core Team to develop and implement annual or bi-annual workplan.
- Experience, Qualifications, Knowledge, Skills
- Passion for racial equity, and social justice, and experience implementing racial equity projects.
- Demonstrated experience dismantling institutionalized racist practices in a community, business, government, or political setting.
- Ability to communicate effectively with employees to inspire culture change regarding communities who have historically been harmed, neglected, or excluded. Experience engaging and involving historically marginalized communities in planning and implementation of services.
- Ability to see Public Health-Seattle & King County work through an anti-racist and equity lens; awareness and understanding of the historical and systemic impacts that health and government structures have had on communities of color and the fractured trust this has caused.
- Demonstrated courage to strategically disrupt status quo that doesn’t support equitable outcomes.
- Imagination and demonstrated creativity to develop and support new processes that support more equitable outputs and outcomes.
- Collaborative leader who will center marginalized groups in times of conflict while fostering camaraderie in equity and social justice work.
- Accessible leader, skilled in listening and conflict engagement who also possesses experience with giving and receiving feedback rooted in dismantling white supremacy culture in the workplace.
- Demonstrated program development skills, including the ability to set, monitor, and achieve strategic and operational objectives; analyze root causes; create and use workplans; prioritize and manage multiple tasks simultaneously on tight timelines; delegate work to team members; and implement feedback mechanisms to monitor performance.
- Awareness of, and understanding of how to further reference, laws, programs, and practices in diversity and inclusion (EEO, AA, ADA, anti-discrimination , etc.).
- Identifies opportunities to enhance a racially and culturally diverse workforce within the EMS Division through innovative recruitment and retention strategies.
- Realizes the importance of being relational in this work and understands that established transactional norms are based in white supremacy culture.
- Possesses a willingness to apply cultural knowledge to model alternate approaches to leadership and communication that centers Black, Indigenous, People of Color (BIPOC).

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: The individual selected for this position will have a work schedule typically between the hours 8:00 a.m. to 5:00 p.m. Monday through Friday. This position FLSA Exempt and is not eligible for overtime. Work days and hours may vary and may include some early morning, evening, and weekend hours depending on need.
