Equity, Inclusion, and Belonging Manager II
- Summary
The Department of Information Technology (KCIT) is looking for an Equity, Inclusion & Belonging Manager (EIB II) to join our team. This position will ensure all department equity, racial and social justice (ERSJ) initiatives are aligned and integrated with King County’s ESJ strategic goals and approaches. In this role, you will lead the implementation of the departmental ERSJ Action Plan, which incorporates a mix of technology-focused projects and programs, as well as change management and training, that advance equity and social justice, within and across the enterprise and the communities we serve.
Reporting to the Chief of Staff, the Equity, Inclusion & Belonging Manager II will be responsible for overseeing, developing, and implementing KCIT’s ERSJ efforts to drive organizational transformation. This role will lead the department’s effort to center pro-equity and anti-racism in all efforts and in building pro-equity capacity at all levels of the department. The Equity, Inclusion, and Belonging Manager II works with department leadership and the Office of Equity and Social Justice (OESJ) to develop strategic direction, identify and implement ERSJ initiatives, strategies, and approaches, and ensure progress towards goal attainment, internally and to the communities we serve.
KCIT is at the forefront of using technology to advance equity and social justice, with world-class initiatives in GIS data mapping, AI and machine learning, and omni-channel engagement via chat bots, IVR, and more. We focus on institutional and systemic racism at the core of our work within our department; across the enterprise; and with the communities and residents we serve.- Job Duties
- Provide direction, leadership, and guidance to KCIT leadership and teams to strategically integrate ERSJ policies and practices (such as Equity Impact Reviews) into the department’s lines of business, decisions and projects.
- Assess the department and its division's ERSJ practices and apply tailored department-wide ERSJ best-practice strategies to accelerate progress and enable cultural effectiveness and organizational change. Evaluate and report on the effectiveness of department ERSJ activities and their impact on work culture and business results.
- Develop opportunities for ERSJ initiatives that align with the 5-year King County Strategic Technology Information Plan, as well as the 5-year King County Equity and Social Justice Strategic Plan.
- Assist division leaders in translating business strategy and objectives into attainable goals and plans that are aligned with the County's Equity and Social Justice and the Division’s and Department's equity goals.
- Partner with others inside and outside of KCIT to evaluate new ways to use technology to address equitable outcomes for residents and communities. This can range from automation to project management to pilots or specialized implementations of technology services.
- Advocate for pro-equity anti-racist technology solutions with County agencies and with KCIT teams.
- Conduct and apply racial equity data evaluation and analysis, using both qualitative and quantitative data, internal and community-facing, to guide strategic thinking and decision-making. Develop targets and dashboards to track improvements.
- Participate as a member of the county-wide EIB Manager leadership team under the leadership of the Chief Equity and Inclusion Officer, to ensure alignment with county ERSJ goals.
- Lead the department’s ESJ committee, alongside with the committee sponsors; provide meeting facilitation, agenda setting, and promoting participation to ensure representation of diverse perspectives across the department.
- Facilitate the delivery of training/education/workshops around ERSJ and related subject matter.
- Participate and contribute in the development of the KCIT calendar of ESJ events, including the training curriculum. Co-facilitate events as needed and provide support to internal and external event facilitators.
- Help build KCIT’s capacity and expertise in promoting equity across all teams, projects, programs and lines of business
- Experience, Qualifications, Knowledge, Skills
- Problem solver with the people skills to work collaboratively and design compelling programs that will scale with the leadership and organizational change skills to put those programs into effect. Use of business and operational savvy to bring IT, ERSJ, and our internal and external customers together.
- Experience in ERSJ and anti-racism/pro-equity practices, processes, procedures, policies, and approaches.
- Respect for, knowledge of, and skills to engage effectively with people from different cultures and backgrounds. Understands how to work with internal teams/committees where employees feel heard and inspired.
- Experience in aligning equity and social justice initiatives with technology solutions
- Understands how to utilize an equity approach (Equity Impact Review or other resources) to operational processes and/or projects and can teach others.
- Project management experience including designing and delivering ERSJ or anti-racism/pro-equity programs.
- Experience in leading and managing organizational change initiatives, particularly around issues of ERSJ/ anti-racism/pro-equity.
- Strong analytical skills, including quantitative and qualitative analysis. Ability to translate metrics, research, and trends into strategy and improvement opportunities.
- Ability to maintain confidentiality and use discretion when handling sensitive information.
- Skilled in conflict management and facilitating small to large groups.
