King County's Department of Local Services (DLS) is seeking a passionate equity, racial, and social justice leader who will support Local Services in becoming a pro-equity anti-racism organization where employees and the communities we serve experience belonging and can thrive. In the Equity, Inclusion, and Belonging (EIB) Program umbrella, the Equity, Racial and Social Justice (ERSJ) Program Manager (Project/Program Manager III) reports to the Equity, Inclusion and Belonging Manager and collaborates closely with department leadership and front-line employees.

The ERSJ Program Manager plays a key role in driving organizational change through multiple tactics all aimed at creating a workplace culture of belonging. This starts with employee engagement and building relationships to provide an open door for employees to raise concerns, and coaching or consultation to improve behaviors and practices. The ERSJ Program Manager also leads ERSJ and culture-building workshops, drives program communications across the department, and coordinates ERSJ improvement projects all aimed at getting upstream to improve DLS organization culture and equitable practices that lead to true equity, inclusion, and belonging for all.

Job Duties



Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Employee Engagement and Support: Cultivate relationships and open access for employees to connect, raise concerns, and receive support. Be a welcoming, supportive, and confidential resource.
  • Coaching and Team Development: In close partnership with the EIB Manager and Human Resources, daylight and follow up on employee and team concerns or needs related to systemic inequities. This may include short term and long term interventions to shift culture.
  • Facilitation and Training: Implement ERSJ learning, development and culture-building program. This includes curriculum design, facilitation and presentations, workshop materials development, event logistics coordination, evaluation, and mentoring other employees as they co-facilitate.
  • Project Management: Independently lead ERSJ improvement projects as assigned. Develop project scopes and timelines, plan and facilitate meetings, organize people and activities to meet the goals, deliverables, timelines and report results. Apply ERSJ analysis and tools to guide projects, for example the Equity Impact Analysis, Determinants of Equity, and Community Engagement Guide.
  • EIB Program Communications: Lead communication strategies including managing the EIB SharePoint site and Teams, creating quarterly e-newsletters, flyers, PowerPoint presentations, and other creative ways of engaging employees at all levels of the organization and ensuring transparency and accountability.
  • Program Administration: Respond to employee inquiries, coordinate scheduling and logistics for events, track ERSJ-related projects and ERSJ metrics across the department, create program reports.
  • Culture Change: Collaborate as a thought partner, resource, and co-creator with the EIB Manager and other internal partners (employees, managers, change agents) to support pro-equity culture change across the department.
  • Supervise interns.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Here is what you need to bring:
  • Expertise in Equity, Racial and Social Justice: Deep understanding of systems of inequity, injustice, and how the "isms" impact people's lives, and personal passion for building an equitable and inclusive workplace and county. Proven experience organizing people, teams, actions, or initiatives for pro-equity change.
  • Relationship-Building:
    • Minimum of 3 years of experience in building and sustaining trusting relationships with individuals from diverse backgrounds, professions, and organizational levels.
    • Courage and tact to provide constructive feedback and "speak truth to power" in professional settings.
  • Communication:
    • Minimum of 3 years of experience in roles requiring excellent verbal and written communication skills.
    • Proven ability to listen, provide feedback, and present information to diverse audiences using various formats tailored to different stakeholders.
  • Program Management:
    • Minimum of 5 years of experience coordinating people and resources to achieve program or project goals.
    • Proven ability to manage multiple projects with competing timelines and ensure they remain on track from start to finish.
  • Facilitation and Training:
    • Minimum of 3 years of experience planning and leading trainings, workshops, or events.
    • Expertise in creating engaging curriculum and understanding best practices for facilitating learning among diverse adult audiences.
    • Proficiency in hosting and facilitating virtual sessions on platforms such as Microsoft Teams or Zoom.
  • Documentation/Software Skills: Advanced skills in Microsoft Office especially SharePoint, Teams, Word, PowerPoint, and ideally other training, graphic design, or project management software.
  • Leadership: Formal or informal experience as a leader. Awareness of your own leadership style, social identities, and how to equitably share power with others in a leadership role.
  • General qualities: Highly organized, detail-oriented, self-motivated, relational, collaborative, strategic thinking, politically savvy.
Necessary Special Requirements:
  • Must have a valid Washington State driver's license, or the ability to obtain one before hire.
  • Must be able to operate a motor vehicle safely throughout the County.
  • Must be able to lift and move up to 25lbs.

INTERVIEW SCHEDULE:

Those applicants who pass the initial screening will be invited to participate in a 15-minute phone interview the week of 1/27/25.

If you are selected to move forward after the phone interview, you will be invited for a 45-minute virtual interview the week of 2/3/25.

Those selected to move forward, will be asked to participate in a 30-minute virtual presentation and a 1 hour in-person final interview the week of 2/10/25.

WORK SCHEDULE:

The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position may often require early morning onsite visits, and occasionally evenings. This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

EMERGENCY DESIGNATION STATUS:

This position has been designated (Non-Mission Critical) - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

UNION MEMBERSHIP:

This position is non-represented.

HYBRID WORK:

The work associated with this position will be performed through a hybrid work schedule of teleworking, regular onsite work in downtown Seattle and Renton, as well as routine visits to other Sites across King County.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely.
