King County's Department of Community and Human Services (DCHS) is seeking an Evaluator - Associate to join the Children, Youth, and Young Adults Division's (CYYAD) Performance Measurement and Evaluation (PME) team. This early-career position will support the Puget Sound Taxpayer Accountability Account (PSTAA) which expands and strengthens equitable investments for early learning facilities, community-based youth development programming, and postsecondary success through K-12 districts, community colleges, and community-based organizations network of partnerships. The Evaluator - Associate will assist with performance measurement, analysis, and data inference sessions with providers and youth. The role supports ongoing internal evaluation efforts that inform decision-making and contribute to program improvement. This is an 18-month Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) position and may be extended due to operational needs.

ABOUT THE DIVISION

The Children, Youth, and Young Adults Division (CYYAD) builds on the strengths of young people in our region, serving as a funder and convener across K-12, postsecondary, employment, and youth development sectors. The division collaborates with youth, families, educators, providers, and communities to create an environment where young people can be happy, healthy, safe, and thriving. CYYAD oversees key initiatives like Best Starts for Kids ( BSK ), Puget Sound Taxpayer Accountability Account ( PSTAA ) programs, and direct services such as Reconnect to Opportunity. Partnering with over 160 community-based organizations, CYYAD advances equitable, community-driven solutions.

The Performance Measurement and Evaluation ( PME ) Unit is a team of skilled professionals who support DCHS programs by providing evaluation expertise, data management, and analytics. PME collaborates with program staff and community partners to develop frameworks and performance measures, analyze program outcomes, and promote continuous quality improvement. PME fosters a culture of data-driven decision-making and organizational learning to advance equity and improve services by sharing findings through reports and dashboards.

WORK SCHEDULE:
This position is exempt from the provisions of the Fair Labor Standards Act and ineligible for overtime. Typical hours are Monday - Friday 8 am - 5 pm. This position is represented by PROTEC17.

TELEWORKING REQUIREMENT: The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Job Duties



Implement and refine existing performance measurement and evaluation plans
  • In collaboration with PSTAA's senior evaluator and program managers and providers, develop or refine performance measures using a Results-Based Accountability (RBA) framework and an equity lens.
  • Inform a regional understanding of youth populations, local education policies, educational justice movements, practices, and program models in youth development, re-engagement, and postsecondary transitions and success.
  • Support program planning with providers and develop data collection tools.
  • Complete literature searches and synthesize relevant research to support requests and strategy decisions.
Analyze and report data
  • Analyze quarterly and annual quantitative data using appropriate methods and tools.
  • Distill actionable inferences from findings on program access, service delivery, and implementation.
  • Prepare data for dashboards (or other reporting tools), and narratives for internal and public dissemination.
  • Clean, maintain, and manage program data across multiple sources.
  • Complete narrative coding and assist with co-visioning of reports.
Collaborate with partners to drive evaluation processes
  • Provide technical assistance on data collection and ensure data quality.
  • Support provider data sharebacks and presentations.
  • Provide data-driven insights to support decision-making and continuous improvement.
Contribute to Unit, Division, and Departmental infrastructure and priorities
  • Support internal and external partners in using data for decision-making and continuous quality improvement.
  • Participate in selected team, work group, division, and department meetings.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Strong critical thinking, analytical, and problem-solving skills, focusing on continuous quality improvement.
  • Lived or professional experience in adolescent development, opportunity youth, college and career readiness, wraparound supports, and youth development or deep interest in these sectors.
  • Excellent communication skills, with experience presenting data and collaborating with diverse stakeholders.
  • Ability to manage multiple tasks independently while adapting to changing priorities.
  • Some experience with performance measurement systems in education social, health, or human services, applying a racial equity lens in evaluation design, analysis, and results interpretation.
  • Ability to gather data using qualitative and quantitative approaches such as interviews, group processes, surveys, electronic data files, or other methods.
  • Experience with data analysis and reporting tools (e.g., R, STATA, SAS, Python, SQL, Dedoose, Atlas.ti, Microsoft Excel).
  • Ability to engage partners in data-related efforts, including facilitating meetings, consensus building, and presenting complex data to diverse audiences.
DESIRED QUALIFICATIONS
  • Experience in adolescent development, opportunity youth, college, and career readiness, wraparound supports, and youth development.
  • Knowledge of education, social and human service business processes, and the use of performance management tools within a service environment.
  • Demonstrated experience cleaning, validating, and analyzing qualitative or quantitative data using at least one of the following applications: R, STATA, SAS, Python, SQL, Dedoose, Atlas.ti, Microsoft Excel.
  • Some experience or interest in learning data visualization and communication tools (e.g. developing reports or dashboards via R, Tableau, Microsoft PowerPoint, or Canva)
  • Familiarity with or interest in learning Results-Based Accountability and Developmental Evaluation concepts.
