Executive Analyst

King County is seeking a thoughtful and intellectually curious individual to provide analytical and financial consulting in support of King County agencies and the Executive Office. In close collaboration with assigned departments and divisions, the Executive Analyst will manage a range of processes and issues related to budget development, financial monitoring, financial and policy analysis, performance management, and business planning, including developing policy options and recommendations. The Executive Analyst will join the Physical Environment team in the Office of Performance, Strategy, and Budget.

ABOUT THE POSITION
The Executive Analyst will be assigned to the budget section of PSB, a group of about 25 analysts and managers that coordinates biennial budget development and ongoing financial monitoring processes, while also supporting agencies and other partners in business planning, measurement, and process/system improvement activities.
This position is on the Physical Environment (PE) team, which provides policy and budget support to Metro Transit, the Department of Natural Resources and Parks, and the Department of Local Service. Budgets for these agencies make up the majority of the County’s capital budget, have a strong environmental nexus, and include levies and rates charged to external customers.
Agency assignments are subject to change, but it is expected that this position’s agency assignment will include the three divisions of the Department of Local Services: the Director’s Office, Roads Services, and Permitting.
In addition, this position will serve as PSB’s capital process manager. This role will likely include:- Managing PSB’s capital-related processes, such as the capital ‘dialog’ process that PSB conducts with agencies during biennial budget cycles.
- Identifying and leading improvements to the capital budget processes and systems.
- Supporting and informing capital policy adjustments.
- Serving as a resource and capital budget subject matter expert for other staff in PSB.
- Representing PSB on the County’s Capital Project Management Work Group (CPMWG), which includes participation in (and, occasionally, leadership of) improvements and standardization around capital project management.

- Manage the development, preparation, and evaluation of department budgets and capital improvement plans.
- Examine agency proposals (budget requests, initiatives, legislation) for financial, organizational, and policy implications and develop options and recommendations.
- Brief PSB Director, PSB management, and other County leadership on budget, financial, and policy issues. Communicate ideas and information to non-financial managers, elected officials, and other stakeholders.
- Monitor financial health, risks, and emerging issues for operating and capital funds.
- Monitor status and performance for priority programs and investments.
- Develop and maintain positive working relationships with County agencies and other stakeholders.
- Represent the Executive's Office to County agencies, elected officials, and other jurisdictions.
- Manage and support projects to meet PSB, agency, or enterprise needs.

- Coursework or degree(s) in public policy/administration, finance, economics, business, or a related field.
- Work experience in budgeting, finance, or public policy.
- Experience working with capital budgets, capital improvement plans, and the County’s Project Information Center (PIC) system.
- Experience with the County’s operating budget processes and operating budget system: Planning and Budgeting Cloud Service (PBCS).

WORK LOCATION and TELECOMMUTING REQUIREMENT
The work associated with this position will be performed in a hybrid fashion of on-site and telework. Employees will also have access to shared workspaces at King Street Chinook Building at 401 5th Avenue in downtown Seattle. There will be situations where the employee may be required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. WORK SCHEDULE:
The Executive Analyst position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday – Friday. This position is not represented by a labor organization.
