Field Operations Manager - Roads

King County - Department of Local Services is looking for an effective and strategic leader to join our highly productive maintenance team. As the Field Operations Manager you will have the opportunity to provide leadership in the overall operation of maintaining roadways and developing strategic goals and plans for seven work units located throughout King County, consistent with County and department vision, mission and goals to ensure the safety of the traveling public. We are looking for a manager that can effectively lead and communicate a work strategy to staff, labor representatives and county leadership, and make and justify difficult choices. Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:
- Provide professional technical advice and assistance to the Director and Section Manager on the maintenance and preservation of roads and other roadway infrastructure and ensures that modern, safe, effective and efficient practices are utilized by work crews;
- Direct and guide staff on difficult, complex, and politically sensitive operational issues involving public safety, and preservation and maintenance of publicly maintained roadways;
- Ensure adherence to all regulatory and permitting requirements, environmental and safety standards, and best management practices;
- Be an effective leader; build teams, supervise, and mentor staff across the organization while ensuring consistent application and compliance with labor contracts and policies; develop and implement best practices for attendance and performance improvement, workplace expectations, and disciplinary actions including proposed terminations as appropriate;
- Be proficient in evaluating work activities methods and means, and develop metrics to improve efficiencies and meet strategic goals in work programs;
- Plan and implement strategic goals and policies; strategize and implement risk reduction measures to ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines; and approve recommendations for improvement;
- Develop, approve, and monitor budget; determine and allocate resources;
- Serve as the Department Representative on regional emergency response issues; meet and work with government officials and internal and external stakeholder to develop work plans and budgets;
- Manage extensive internal and external customer service and represent the response to and resolution of concerns from the public, the media, elected officials and their representatives;
- Serve as an expert witness in depositions, claims, and suits brought against King County;
- Oversee work crews response during emergency events.
We are looking for candidates who:
- Are experienced in making decisions affecting life, property and commerce during and after emergency events including snow, ice, flooding and other disasters OR any combination of education and experience necessary to perform the scope of job duties;
- Are experienced in positively managing internal and external stakeholders and handling public inquiries and concerns;
- Have strong leadership, strategic thinking, and organizational development skills;
- Can effectively manage and lead multidisciplinary projects/programs and teams, developing and accomplishing work plans and evaluating success by measuring results;
- Have a genuine collaborative and consultative style in their approach to their work, understands the importance of building effective relationships with team members and stakeholders;
- Have excellent interpersonal skills and is very politically savvy with an effective communication style using tact and diplomacy in all situations;
- Are able to lead a changing culture within an emerging LEAN organization focused on continuous improvement;
- Can manage multiple operational programs; planning, scheduling, and obtaining all necessary resources to complete work activities;
- Be culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace. Be sensitive to managing differences and building bridges;
- Are skilled and comfortable using a variety of technology, including; office productivity suite, SharePoint, and other internet-based tools in their daily work (The county uses Microsoft Office), and are able to review and edit legislation, reports, and other various communications targeted to a diverse audience.

This recruitment may be used to fill additional vacancies for up to 6 months.
This position is Exempt, therefore not eligible for overtime.
ABOUT THE DEPARTMENT
King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.
The King County Road Services Division designs, builds, operates and maintains roads and bridges in unincorporated areas of King County in an efficient and environmentally responsible manner to protect the public's investment and facilitate safe travel. The division is committed to ensuring the county's transportation system is safe and efficient for all uses and modes of travel. The Division is responsible for 1,500 miles of road and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
