Finance and Administrative Services Manager
King County’s Fleet Services Division is searching for an innovative Finance & Administrative Services Manager who will lead the Division’s financial planning and management of fiscal responsibilities.
This position serves as a key member of the senior leadership team and will play a role in the development and strategy for the division biennial budget, as well as the on-going financial administration of multiple operating funds.
ABOUT FLEET SERVICES DIVISON
The Fleet Services Division manages equipment rental and revolving funds as well as the acquisition, maintenance, replacement, and disposal of approximately 2,500 fleet vehicles and other pieces of equipment.

KEY DELIVERABLES AND EXPECATIONS
Reporting to the Division Director, the Finance & Administrative Services Manager is responsible for providing collaborative leadership and a clearly articulated vision for managing the finances and funds of the division.
The Finance & Administrative Services Manager will:
- Manage multiple operating funds that support separate lines of business. Collaborate with section managers and staff on financial issues, including the development and review of biennial division budget, and coordinate and/or respond to financial and/or performance audits.
- Oversee compliance with both financial guidelines and legal guidelines and requirements: financial management requirements, audits, legislative and non-legislative requirement (RCW’s); revolving funds.
- Responsible for records management (titles, registrations) specifically for assets and financial records management.
- Oversee special projects, council requested provisos or expenditure restrictions.
- Develop, modify, negotiate cost allocation models for contract services and perform contract administration.
- Direct and shape systems to promote an organizational culture that supports continuous improvement (Lean) and embraces equity and social justice.
- Conceptualize, develop, and implement strategies, systems, standards and plans for a wide variety of functions. Use continuous improvement techniques to accomplish these initiatives.
- Supervise staff including supporting development and engagement. Coach and mentor for success on the job and their goals.
THE IDEAL CANDIDATE WILL:
- Have a strong background and knowledge of local government financial administration and budget planning and analysis including a strong grounding in budget preparation process.
- Be knowledgeable about how large organizations work, including how to get things done through formal and informal channels. Familiarity with the legislative process is a plus.
- Be a strong people leader who feels comfortable having crucial conversations with their staff and stakeholders. Comfortable coaching and mentoring direct reports for success on the job.
- Can develop metrics and use innovative visual tools to display division budget priorities and strategic initiatives in a clear and impactful manner for use in policy decision.
- Be flexible and adapt as required, while working in a multi-faceted and sometimes ambiguous environment. Can communicate effectively at all levels of the organization.
- Be customer-focused and culturally aware. Embrace and lead equity and social justice initiatives.
- Be proficient using Business Intelligence Tools and Enterprise Resource Programs (ERP) in daily work (the county uses Oracle financials, PeopleSoft and other tools).
