Summary
The Department of Human Resources (DHR) seeks a talented Finance and Contracts Administrator.
Reporting to the Chief Financial Officer, the Finance and Contracts Administrator will provide leadership in contracts management, purchasing and procurement, and will establish and update processes and administrative functions. This role may also assist with business planning, biennial budget development and monitoring, financial analysis, and strategic thinking. They will primarily focus on the successful management and execution of contracts, ensuring accuracy, quality, and compliance, and act as a purchasing and procurement advisor to department leadership and project/program managers. As the primary procurement system liaison, this role will serve as a liaison to the Finance and Business Operations Division's central procurement team.
This role requires excellent communication and interpersonal skills to build respectful and productive relationships with colleagues and external partners. This is a unique opportunity to identify improvements to business processes, implement changes, and lead the management of contracts.

This position is not represented by a collective bargaining agreement and is classified as Administrator III; class code: 2213100.

Job Duties
- Provide leadership and oversight for DHR contracts and contractual processes, including the day-to-day management of procurement systems functions.
- Prepare, maintain, and review procurement documentation to include scopes of work, contract exhibits, and other required documents; monitor and report on procurement status; and organize relevant supporting files in accordance with County policies.
- Provide consultation to partner departments who leverage DHR contracts, staffing, and organizational development rosters.
- Design, train, and maintain standard work to include reports and visuals that track the contract lifecycle.
- Ensure that contracts and rosters are kept current and aligned to King County procurement strategies and equity, racial, and social justice initiatives through regular system controls.
- Manage day-to-day contract activities, including responses to issues, and notification of contractual risks to leaders and managers.
- Provide training to leaders and managers on contractual schedules, contract utilization, and risks or issues that may arise in the contracting process.
- Create and maintain financial policy compliance tracking tools, monitoring systems, and procedures and processes reporting. Ensure that staff understand and use internal controls throughout the procurement and planning processes.
- Work with program managers and external partners to ensure they understand terms and conditions of their contracts, including financial management of funds and reporting requirements.
- Support DHR's Finance team with assessments of financial implications associated with existing contract updates and/or forecast support for new contracts.
- Participate in budget development and preparation; analyze and monitor expenses; and make recommendations on spending plan.
- Other duties as assigned.
- A combination of education and experience that clearly demonstrates the ability to successfully perform the job duties.
- Demonstrated experience in accounting, contracts management, federal grants management and reporting, budget development, and complex financial analyses.
- Experience and knowledge of procurement principles and practices, contract development, and contract negotiations.
- Demonstrated ability to manage technical aspects of budget development to include the preparation and justification of the budget, financial modeling and analysis; ability to interact effectively with program managers and budget personnel and provide financial information to facilitate budget formulation and execution.
- Ability to build effective working relationships with multiple internal and external partners.
- Customer service oriented and skilled at working effectively and cooperatively with a variety of individuals from diverse backgrounds.
- Ability to gather, interpret, and communicate accounting/financial data to budget and finance technical experts and non-technical audiences.
- Experience reviewing and approving contracts.
- Experience in the development, implementation, and continuous improvement of administrative systems.
- Ability to communicate contracting requirements to leaders and managers through training, user guides, process documents, and other materials to enhance learning.
- Ability to prioritize and manage multiple projects and timelines.
- Strong oral and written communication skills.
- Demonstrated ability to problem solve and resolve conflicts.
- Direct experience with contracts management at King County.
- Experience providing guidance and recommendations on contract compliance and program fiscal practice/contractual practice/procedures.
- Advanced knowledge of public sector budgeting, accounting, and audits.
- Experience with Oracle-based financial and reporting systems.
- Experience with Microsoft Power BI tools.
