DCHS is searching for an innovative leader who will guide the Finance and Accounting Team supporting the Children, Youth, and Young Adults Division (CYYAD). This position plays a key role in the development and strategy for the biennial budget and provides strategic insight to Department leaders. This is an exciting opportunity to join the leadership team, revolutionize processes to maximize efficiency, and build capacity to ensure accurate, timely, and comprehensive financial support.
This position is responsible for managing all fiscal operations for a large portfolio of government funds with complex federal, state and local funding sources. These operations include budgeting, grants and contracts, external fiscal and compliance audits, program and financial analysis and general finance and business operations. The financial responsibilities are complex and involve considerable supervisory responsibilities. This position will work closely with program management teams and reports directly to the Department Controller.

Teleworking Requirement
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
- Supervise, mentor, and lead finance staff, through the management of three complex funds including the Best Starts for Kids Levy (BSK), the Employment, Education and Resources fund (EER), and the Puget Sound Taxpayer Accountability Account (PSTAA). This will include development of biannual and supplemental budgets, projections and forecasting, financial monitoring, audits, and year-end processes.
- Coordinate with division leadership to manage finances and influence strategic plans and program implementation efforts, including preparing and presenting new policy memos, implementing ordinance requirements, and ensuring universal adoption of alignment efforts.
- Partner and develop financial strategics with the CYYAD leadership and oversee corresponding financial and performance analysis to drive review and proactive decision making.
- Serve as the financial subject matter expert and act as the liaison for public & media records request, assist government relation staff with council inquiries.
- Incorporate equity, race, and social justice principles into analysis to advance outcomes for historically and systemically marginalized communities.
- Develop, implement, and administer financial and budgetary policies and practices for a portfolio of federal and non-federal human service programs in King County. This position will be responsible for $180+ million in annual funding across multiple special revenue funds and allocation units.
- Manage Division finances and implement adequate internal controls to ensure fiscal and regulatory compliance to minimize financial risk. Serve as a liaison to internal and external auditors, respond to audit concerns and findings, and provide oversight of any corrective action that may be needed.
- Oversee financial and performance reporting requirements of all relevant projects and programs, including Requests for Proposals (RFPs), grant applications, grant and contract management in multiple and diverse human service program areas.
- Manage support for setting and monitoring of program evaluation and performance measurement.
- Plan and provide strategic responses to changes in revenue and changes in fiscal and operational policies.
- Oversee financial grant, contract, and accounts payable administration for area of responsibility.
- Supervise and mentor staff, including planning work assignments and conducting employee development and performance evaluation. Make recommendations to the CFO and Controller regarding personnel actions.

- Master's degree in business, economics, public administration or accounting and five years' experience in financial management, or any equivalent combination of education, work and life experience that provides the knowledge, skills, and abilities necessary to perform the job.
- Demonstrated management and supervisory experience, including hiring, supervision, staff development and performance management; Ability to delegate, lead, and support staff to provide on-time and quality performance; Expert organizational skills and the ability to adapt to rapidly changing and competing deadlines.
- Advanced knowledge in public sector budgeting and government fund accounting, including Federal and State grant accounting and reporting; Knowledge of GAAS auditing standards and GAAP accounting principles.
- Advanced knowledge and recent experience with property tax levies, state grants, and other local government fund sources.
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations.
- Demonstrated skill in effectively presenting and communicating complex financial and performance information to a wide range of audiences, including non-technical audiences.
- Ability to work collaboratively with a diverse group of people, including Directors, program managers, and other partners to secure integrated work products.
- Knowledge of Children Youth and Young Adult Programming such as the Best Starts for Kids Levy.
- Experience with the Hyperion budgeting system.
- Advanced knowledge of Oracle/EBS and Oracle reporting systems.
- LEAN knowledge and experience.
