Summary

This position assists in managing a large road traffic operations and maintenance organization in their daily budget and financial operations and is a key player in planning the organization’s biennium budget. It also supervises the Maintenance Section’s Budget and Finance Unit. Our successful candidate will be responsible for providing varied managerial and administrative support for the organization. This Financial and Operations Project Manager (Assistant Operations Manager) will be an effective financial and operations leader in our organization and a vital member of the Maintenance Management Team.

JOB DUTIES (To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to): 
 

  • Supervision of budget, financial, procurement, accounts payable and business administrative staff;
  • Coordinating financial obligations shared with other agencies;
  • Tracking and monitoring programs of contract work performed for other agencies, including financial oversight and a section work program;
  • Financial oversight of the Road Maintenance Section’s $32M operational budget 
  • Managing, directing, and administering the daily financial-related operations of multiple county owned facilities/assets; 
  • Coordinating procurement, financial, and operational activities during emergency events such as snow and ice response, flooding, and earthquakes;
  • Acting as a vital team member in planning and leading execution of the Division’s Strategic Plan and setting priorities for maintenance initiatives and business needs;
  • Overseeing and managing day-to-day activities, issues, risks, measures of success, quality and budget;
  • Developing and maintaining program risk mitigation plans and ensuring programs maintain compliance with all relevant State, Federal, local and King County code and regulations;
  • Analyze, prepare, and present reporting on operational activities and work program achievements;
  • Oversee IT Coordination of systems and databases for financial and work accomplishments;
  • Coordinating with internal and external stakeholders to ensure compliance with local, state, and federal regulations and participating in audits of County records; 
  • Compiling, researching, assembling and managing project data using MS Teams, Cityworks, SharePoint, Microsoft Excel, Word, Access and other specialized software systems;
  • Have a working understanding of and experience with asset management software (such as Cityworks) and maintenance management software systems;
  • Preparing presentations and presenting to senior management on project scope, schedule and budget progress, current status and responses to identified issues and risks;
  • Having a process improvement mindset;
  • Performing additional duties or special projects as assigned.

  • Be proactive and able to manage a high volume of diverse assignments and projects. Can handle multiple competing priorities and maintain attention to detail;
  • Have experience in managing and developing a large operational budget for a public organization;
  • Have meticulous grammar, editing and writing, presentation and communication skills;
  • Be knowledgeable about how large organizations work, including how to get things done through formal and informal channels;
  • Is culturally aware and comfortable having complex and challenging discussions about race and diversity in the workplace and are dedicated to building bridges;
  • Is skilled in operations management techniques and principles including budget, schedule development and monitoring;
  • Can work effectively with the public, on a team and with minimal supervision; 
  • Is skilled in conflict resolution, negotiation and ability to handle the unexpected and maintain composure in stressful situations;
  •  Is strong and proficient in using Office Productivity tools in your daily work (the county uses Microsoft Office and Adobe Acrobat). Including Pivot Tables and relational databases. 
 SUPPLEMENTAL INFORMATION 
  • This position is exempt therefore not eligible for overtime.
  • This position is represented by PTE Local 17. 
  • This hybrid position combines aspects of in-person and telecommute work.

ABOUT THE DEPARTMENT
 
The Department of Local Services includes a Director's Office and the Road Services and Permitting Divisions. The Director’s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and business. King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together, the population in unincorporated King County would be the second-largest city in the state. The department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.

The Roads Services Division is committed to ensuring the county's road system is safe and efficient for all uses and modes of travel. Millions more use the roads to access jobs and recreational activities in urban and rural King County.
 The division is faced with a long-term structural funding problem, yet is responsible for 1,500 miles of roads and 182 bridges, 5.7 million feet of drainage ditches, over 44,000 traffic control signs, 78 traffic signals, and 50 traffic cameras in unincorporated King County.
