The Financial Strategic Improvement Manager is a key finance leadership role in the department and oversees finance's work in process improvement, Equity and Social Justice (ESJ), Workforce and Employee Engagement. Reporting to the Chief Financial Officer (CFO), this position provides department level coordination of strategic financial and policy planning efforts, supports the CFO's efforts to build internal capacity to meet priorities for financial management, and represents the department on enterprise financial strategic and planning efforts.

Job Duties
  • Leads major financial management strategic change initiatives and special projects on behalf of the Chief Financial Officer. Serves as a strategic and tactical advisor to the Chief Financial Officer and finance leadership team.
  • Provides strategic support to CFO and Budget Manager in integration of ESJ in department budget development process with executive team and a variety of division stakeholders.
  • Identify, plan and implement key projects to improve quality, reduce costs, increase productivity and improve cycle time by reducing wasted time, rework, etc. resulting in significant business improvement and customer satisfaction.
  • Provide management with project status updates, feedback, and appropriate reporting on key responsibilities and objectives.
  • Demonstrate thought leadership through participation or leadership of stakeholder/advisory groups and presentations.
  • Will work in collaboration with the Controller, Budget Manager and Financial Compliance & Grant Manager to achieve desired results.
  • Will regularly review existing work processes and policies and procedures of King County Financial Operations to ensure effective adherence and compliance with all relevant federal, state, and local regulations.
  • Supervises the administration of the departments Workforce system an in-house PH application that interfaces with PeopleSoft system
  • Established strategy for department-wide management of financial information infrastructure in support of O365 transition, and County telework mandate
  • Ensure Public Health achieve highest collection rate possible for Patient Generated Revenue (PGR) by working with division and understand how the program works and initiate recommendations for improvement as needed.
  • Develop reports and provides benchmark reports and other key success indicators to assure management of agile yet best financial practices
  • Supervise the management of Medicaid Administrative Claiming (MAC) program.
  • Manage the section employee engagement strategy including coordinating annual employee recognition events and tracking employee development plans.
  • Lead lean initiatives from planning, coordination, implementation, and continuous improvement.
  • Development and reporting of targets, performance measures, strategies and actions, and analysis of budget needs and cost recovery options.
Experience, Qualifications, Knowledge, Skills
  • Demonstrated commitment to Equity and Social Justice and pursuing changes to policies and practices that address systemic racism and inequities.
  • Knowledge of current standards and developing trends in public sector budgeting, government fund accounting, managerial and financial accounting, including GAAP, GASB, and Federal and State grant accounting and reporting.
  • Demonstrated experience and skills in managing diverse teams including motivating and developing employees, supporting professional development, coaching, and mentoring, setting clear expectations, and providing constructive feedback.
  • Demonstrated ability to lead development of and buy-in for a vision for financial management and the plan for achieving it.
  • Demonstrated experience and skills in building trusted partnerships with internal and external customers through establishing a track record of transparency, follow through, and resolving differences respectfully.
  • Demonstrated ability to anticipate and plan for future strategic and business needs including assessing financial implications and tradeoffs.
  • Demonstrated ability to successfully lead people to bring about desired results in a matrixed team environment.
  • Demonstrated experience understanding contract language and requirements and working with divisions to executive a signed contract.
  • Demonstrated ability to effectively communicate complex financial information to different audiences.
  • Knowledge of public administration, government contracting, and personnel administration.
  • Demonstrated experience to simultaneously manage multiple projects in a fast-paced environment and meet deadlines.

Desired Qualifications :
  • Bachelor's degree in Accounting, Finance, or other related business field AND at least seven years of working experience in finance with at least five years of progressive experience supervising and managing a finance team or section in a complex financial environment. Additional experience may substitute for the required education.
  • Five (5) years of process improvement work and managing financial management projects in a large organization.
  • Five (5) years of supervision of project management team
  • Experience with revenue cycle management and financial management in a health care environment.

  • The selected candidate will be required to pass a thorough background investigation.

Work location: This position will be based out of the Chinook Building, located at 401 5th Ave in Seattle, and will work onsite 1-2 days per week or as needed. The remainder of the work will be performed via telecommuting.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: The normal work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
