Fiscal Contract Monitor - Best Starts for Kids (Business and Finance Officer II)
- Summary
The Department is looking for a skilled, knowledgeable, highly-motivated, and enthusiastic team player to assist in managing the contract and recipient monitoring activities for the Best Starts for Kids (BSK) programs. BSK is King County’s initiative to improve the health and well-being of King County residents by investing in promotion, prevention and early intervention for children, youth, families and communities. Implementation of BSK is guided by the BSK Implementation Plan approved by the King County Council in September 2016.
The Fiscal Contract Monitor reports to the Lead Fiscal Contract Monitor and assists in the daily contract and recipient risk management and monitoring functions for the Best Starts for Kids program. This position plays a role in preparing and reviewing financial and programmatic risk assessments, financial contract compliance, and other monitoring activities. The position also provides support during internal and external audits for the BSK Program.- Job Duties

- Perform financial and compliance risk assessment analysis for the department's external award recipients which, under the guidance of the Lead Fiscal Contract Monitor, includes analyzing a variety of financial records, reports, statements, and communicating the results to both financial and non-financial staff.
- Schedule and perform in-person or virtual fiscal monitoring site visits to examine award recipient’s accounting and financial records on behalf of the Program to ensure fiscal compliance with grant/contract requirements, all applicable federal, state, and county regulations, and accounting and financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and County financial management standards.
- Generate the fiscal monitoring report and presenting the result to internal County staff and award recipients. Follow-up the monitoring result with award recipients and perform additional review or visits as needed.
- Prepare status reports of current year monitoring site visits and maintain and evaluate trends in agency compliance.
- Provide ongoing feedback and recommendation to division fiscal and programmatic staff related to award recipient monitoring and methodology under the guidance of the Lead Fiscal Contract Monitor.

- Experience, Qualifications, Knowledge, Skills
- Demonstrated years of progressive responsibility in auditing, accounting, finance, audit, or grant/contract monitoring
- Demonstrated experience in Generally Accepted Accounting Principles (GAAP) and Committee of Sponsoring Organizations of the Treadway Commission (COSO) Framework
- Ability to understand funding sources, policies, and program requirements.
- Demonstrated experience with automated financial management systems.
- Demonstrated keen analytical, organizational and problem solving skills.
- Demonstrated proficiency in the development of electronic records or reports needed to document transactions, monitor activities, and compare data from different sources and systems.
- Demonstrated experience interfacing with external and internal auditors.
- Demonstrated ability to communicate orally, and in writing with individuals of diverse backgrounds, and at all levels of an organization related to internal and external stakeholders.
- Demonstrated organizational skills to prioritize and manage multiple tasks.
- Demonstrated ability to develop and maintain effective, collaborative, and positive working relationships with both internal and external stakeholders.
- Demonstrated proficiency in the use of Microsoft Office product with advanced knowledge of Excel.
- Valid driver's license.
Desired Qualifications- Bachelor’s degree in accounting, finance, business administration or any equivalent combination of business experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
- Demonstrated experience in federal, state, and local audit requirements for grant/contract administration.
- Experience with various accounting/finance reporting systems. i.e. QuickBooks.
- Knowledge of governmental and/or nonprofit accounting and finance.
- Experience performing audit and/or award recipient monitoring site visits.

Work Schedule and Location
This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. Workdays and hours will be determined at the time of hire, may vary based on business needs, and may include some evening and weekend hours, and likely regular remote work will be required. Homesite is King County Chinook Building in Seattle, WA.
