The Department of Adult and Juvenile Detention (DAJD) is seeking a Fiscal Specialist III (AR/AP/PR Specialist), to join our administrative services team.
This recruitment is to fill a current Career Service vacancy and term-limited temporary (TLT) or special duty position. The TLT or special duty assignment is expected to last up to one year. Applicants from this recruitment may be used to fill future career service, term limited-temporary and special duty opportunities in this job classification.
This position supports several functions within the Finance Section of DAJD. The workload is divided between Inmate Billing (A/R), Invoice Processing (A/P) and timekeeping (Payroll-PR). The incumbent(s) will be crossed trained on each of the following functions.- Accounts Receivable (A/R): Ensuring the timely and accurate billing to outside agencies for contracted jail services through the daily and monthly review, verification, correction, and transmission of inmate data used in calculation of detention services billing.
- Accounts Payable (A/P): Processing of department invoices in a timely manner.
- Payroll: Performing a variety of payroll tasks including processing and timekeeping for department employees.

Special Duty and TLT Assignments
DAJD is looking to fill one career service position. The department will consider additional candidates for a temporary position or special duty assignment for applicants who are current King County employees. This temporary position/special duty assignment is scheduled to last up to one year; however, the exact duration may be ended or extended based on operational needs. Rate of pay will be in accordance with applicable bargaining agreements and/or Career Service Guidelines. Special Duty Assignments do not confer any privilege, right of appeal, or right of position, transfer, demotion, promotion or reinstatement, and can be revoked at any time with or without cause.

WORK LOCATION: Individuals selected for these positions may be assigned to work at either the King County Courthouse, 516 Third Ave, Seattle; or, the Regional Justice Center, 620 W James, Kent, WA.
WORK SCHEDULE: This position works a 40-hour work week and is overtime eligible (provisions of the Fair Labor Standards Act). Standard work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. Candidates must be available to work adjusted schedules on occasion, which may include evenings and weekends.

- Review, research and correct inmate booking and charge data to ensure accurate billing to contract agencies using information provided by the Detention Billing Information System (DBIS)
- Utilize data from various criminal justice data systems, such as PROMIS, SCOMIS, DISCIS, and Electronic Court Records systems, as well as criminal justice documents (i.e. warrants, citations, detention orders, filing documents, etc.), to investigate and reconcile erroneous inmate billing data.
- Receive and reply to inquiries from contracting jurisdictions and others agencies regarding inmate records, invoices, contract policy applications and disputes related to the jail billing process.
- Maintain records regarding billing disputes, monthly invoices, specialty invoices and billing changes.
- Maintain billing user manual to reflect changes to programs, reports and court & jail procedures.
- Monitor and report on accounts receivable activity.
- Prepare accounts payable (A/P) requisitions, process vendor invoices, resolve issues working with vendors and King County Central A/P.
- Monitor A/P using the county's financial system (Oracle EBS) and update reports and spreadsheets with relevant payment data.
- Act as the timekeeper for DAJD's Administration division.
- Prepare deposits, from both cash and ACH.
- Perform other duties as assigned within scope and area of assignment.
- Experience, Qualifications, Knowledge, Skills
- Associate degree in accounting or closely related field, with two years of full time work experience similar to job duties listed or a minimum of five years full time work experience in A/R, A/P or Payroll.
- Experience evaluating data for accuracy under a fixed set of rules, investigating and reconciling data discrepancies.
- Strong communication and interpersonal skills with experience providing detailed explanations of business decisions.
- Experience in conflict resolution and problem-solving techniques to resolve complaints and interpretation of accounting best practices, procedures and policies.
- Working knowledge of accounts payable, accounts receivable, and timekeeping processes and procedures.
- Writing skills sufficient to compose, edit, and maintain a variety of documents, reports, procedures and correspondences using correct spelling, grammar, and punctuation.
- Proficient in the use of MS Word, Excel and Outlook.
Desirable Experience, Qualifications, Knowledge and Skills:- Bachelor degree in accounting or closely related field
- 5 years of full time work experience similar to job duties listed above
- Intermediate skill level with Microsoft Word, Excel and Outlook

SPECIAL REQUIREMENTS: It is a hiring requirement that all staff employed by DAJD successfully pass a thorough background investigations process, which includes fingerprinting, criminal history check, reference checks, and other tests as deemed necessary.
Current King County Correctional Guild Employees - Special Duty Eligibility Requirements: In addition to the minimum qualifications for this position, KC Guild members will also need to meet additional requirements.- No sustained disciplinary action within the past 24 months.
