Fiscal Specialist III
- Summary
The Solid Waste Division of King County Department of Natural Resources and Parks is inviting applications for (1) Career Service and (2) Special Duty and/or Term-Limited Temporary Fiscal Specialist III (FS III) positions in their Enterprise Services Section. The Fiscal Specialist III (FS III) is part of the Financial Services Team within the Enterprise Services Section of Solid Waste Division (SWD). The ideal candidate will have excellent Time Management skills, Communication skills, Technical Learning skills and will be committed to continued learning and self-development.
The person in this position is responsible for activities related to Accounts Payable, Accounts Receivable and General Ledger reconciliations, and other activities as assigned for the Solid Waste Division. Accomplishing these activities requires the use of King County Oracle E-Business Suite (EBS), Oracle Business Intelligence Reporting (BI Insights), Paradigm a Solid Waste Division side system, and Microsoft Office 365 with an emphasis on Excel.
The Financial Services team is composed of two work units: Accounts Receivable and Accounts Payable/General Ledger. Accounts Receivable is responsible for the receipt, recording, and reconciliation of the division's revenue from grants and customers at the division's two drop boxes, eight transfer stations, and one active landfill. Permanent Telecommuting Requirement:
The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Examples of Job Duties:
- Review and process invoices, progress payments and retainage, employee expense reimbursements, and P-card transactions.
- Perform reconciliations for contractor invoices, monthly p-card transactions, and daily/monthly site activities.
- Research vendor issues related, but not limited to payment and contract/procurement statuses.
- Research and reconcile financial discrepancies, propose solutions, while documenting deviations from policies and procedures.
- Provide information to incoming customer inquiries related to disposal or payment activities at SWD facilities and create/maintain new customer accounts.
- Assist to resolve issues and respond to questions from division staff/management, and other King County agency staff related to AP and AR functions.
- Maintain and update desk manual for FS III functions as needed.
- Participate and contribute to unit meetings and other division initiatives.
- Provide back up support for other staff in the section.
- Create or update Excel spreadsheets and run Oracle reports to support payment processing.
- Perform other special projects and duties as assigned.

- A minimum of 2 years of work experience in accounts payable, accounts receivable, or related accounting fields.

- Demonstrated ability to organize, code, and maintain data sources; verify and resolve discrepancies and balances due.
- Demonstrated competency using MS Excel and Outlook with the ability to develop spreadsheets.
- Demonstrated ability to train staff; track and follow through with work assignments; and ensure the completion and accuracy of work.
- Demonstrated ability to follow oral and written instructions and research, gather, and compile technical information from a variety of sources.
The Most Competitive Candidate Will Have:
- A Bachelor’s degree in accounting, finance or related field.
- Experience using the Oracle EBS financial system
Working Conditions:
Union Membership: This position is represented by Teamsters Local 117-Admin.
Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104
Work Schedule: This position is full time and works a 40 hour work week, Monday through Friday with some evening and weekend work as required. This position is overtime eligible.
